Draft Amendments
to the Bill
SUMMARY
The Committee read through each of the amendments to the Further Education and
Training Colleges Bill [B23B-2006], and voted on one by one. The decision to
formally vote for the Bill with the amendments, which were minor and technical,
was almost unanimous. The DA representative wanted to debate the exclusion of a
clause from an earlier version of the Bill but the Chair was firm that the
purpose of the meeting was to vote and not to debate as debate and discussion
had been the purpose of earlier meetings. .
MINUTES
The Chair read the draft amendments aloud one by one and the Committee gave
their assent to them.
Mr G Boinamo (DA) objected to the removal of a clause which meant that the
functions, conditions etc of service must not be inferior to those enjoyed by
staff before their employment was transferred. This clause was from Chapter 4
of an earlier version of the Bill and, he said, served the interests of
lecturers and staff very well.
The Chair would not allow him to read the preferred clause to the Committee as
he said Mr Boinamo had had ample opportunity to do so at previous meetings and
the purpose of the current meeting was only to vote formally. In any event,
said the Chair, the employees’ interests were equally well served by the
insertion of Clause 54.
The Chair then read out the formal Motion of Desirability, which the Committee
agreed to. He noted that the Committee voted unanimously in favour of the Bill,
with amendments.
The meeting was adjourned.
