Report of the Portfolio Committee on Science and Technology on the National Research Foundation Amendment Bill [B 23 – 2017], dated 28 March 2018
 

The Portfolio Committee on Science and Technology, having considered the subject of the National Research Foundation Amendment Bill [B 23 – 2017] (National Assembly – sec 75), referred to it and classified by the Joint Tagging Mechanism as a section 75 Bill, reports the Bill with amendments [B 23A – 2017].

 

The A-list adopted by the Committee, reflected amendments to the following clauses of the Bill as tabled: clause 1 (Definitions), clause 3 (Object of Foundation), clause 4 (Powers of Minister to determine national policies and issue policy guidelines), clause 5 (Functions, powers and duties of Foundation), clause 6 (Exercise of powers of Foundation outside Republic), clause 7 (National facilities for research), clause 8 (Research institutions), clause 11 (Meetings of Board), clause 12 (Committees of Board), clause 13 (Chief executive officer of Foundation), clause 15 (Divisions of Foundation), clause 16 (Staff of Foundation), clause 18 (Funds of Foundation), clause 24 (Regulations), and clause 26 (Long title).

 

The Committee further reports that on 28 February 2018, it submitted an interim report to the National Assembly requesting permission in terms of Assembly Rule 286(4)(c) for the Committee to amend other provisions of the National Research Foundation Act (Act No. 23 of 1998).

 

At subsequent deliberations on 14 March 2018, the Committee resolved to rescind its previous decision to request permission to amend other provisions of the above-mentioned Act.
