without proposed amendments.
Democratic Alliance
view on the Bill
The
Report was not unanimously adopted and consensus was not reached with regard to
clause 20(2
)(
c) of the Bill.
The
Democratic Alliance held the view that clause 20(2
)(
c)
of the Bill, which limits foreign ownership in the private security industry,
was unconstitutional and would negatively
affect South Africas foreign investment. The Democratic Alliance further held
that this clause would be contradictory to South Africas international trade
agreements, and would specifically contravene the World Trade Organisations
General Agreement on Tariffs in Services.
