REPORT OF THE COMMITTEE ON PRIVATE MEMBERS LEGISLATIVE PROPOSALS AND SPECIAL PETITIONS ON THE LEGISLATIVE PROPOSAL BY THE HONOURABLE F J SMALLE (DEMOCRATIC ALLIANCE) TO AMEND THE LOTTERIES ACT, NO 57 OF 1997, dated 16 May 2012

REPORT OF THE COMMITTEE ON PRIVATE MEMBERS LEGISLATIVE PROPOSALS AND SPECIAL PETITIONS ON THE LEGISLATIVE PROPOSAL BY THE HONOURABLE F J SMALLE (DEMOCRATIC ALLIANCE) TO AMEND THE LOTTERIES ACT, NO 57 OF 1997, dated 16 May 2012

 

The Committee, having considered and made recommendations on the legislative proposal to amend the Lotteries Act in terms of rule 211, and having consulted with the Portfolio Committee on Trade and Industry, and having listened to the presentation and briefing by Honourable F J Smalle , recommends that permission not be granted to the member to proceed with the proposed legislation. The Committee wishes to make the following observations with regard to their recommendation:

1. The legislative proposal of Honourable F J Smalle pre-empts legislation soon to be introduced by the Department of Trade and Industry in the form of Lotteries Amendment Bill.

2. The legislative proposal proposed by Hon F J Smalle would be addressed by the Lotteries Amendment Bill, which will be introduced in the Cabinet. The bill would be tabled in Parliament in September 2012.

3. Furthermore, the Committee will monitor the progress of the introduction of the legislation.

 

In light of the above, the committee is of the view that the legislative proposal of Honourable F J Smalle pre-empts legislation soon to be introduced by the National Executive and not to proceed with.
