The Select Committee on Security and Constitutional Development , having considered the request for approval by Parliament of the United Nations International Covenant on Economic, Social and Cultural Rights , with its accompanying explanatory memorandum, tabled in terms of section 231 (2) of the Constitution, 1996, recommends that the NCOP approves the Covenant.
