SUMMARY
The Committee unanimously adopted its 2006 Annual Report. The Report would be tabled in Parliament the following week, before the end of the current Parliamentary session.

MINUTE
The Chairperson explained to Members that since the initial title had not allowed the inclusion of a referral of the Joint Rules Committee of the National Assembly, the report should be titled “Annual Constitutional Review Report”.

The Committee agreed.

Dr J Delport (DA) asked why the Democratic Alliance’s objections to the review of the appropriateness of the term “leader of the official opposition” were not noted in the Report.
 
The Chairperson explained that a letter written to the Rules Committee of the National Assembly had included both the proposal submitted to the Committee as well as the objections raised by the Democratic Alliance regarding the proposed review of the term “Leader of the Official Opposition”. The Chairperson of the Rules Committee had advised that the Committee take a neutral stance on the matter so as to not pre-empt the decision of the Joint Rules Committee. He added that this correspondence between the two Committees would be relayed to the Democratic Alliance. He reiterated that the objection of the party had been placed on record.

Subsequent to the review of the Report, the Committee unanimously adopted it.
