FIRST QUARTER NATIONAL EXPENDITURE 2006/07 COMMITTEE REPORT: ADOPTION

SUMMARY
The Committee's First Quarterly Expenditure Report for the 2006/2007 financial year and its Stellenbosch Workshop Report were adopted. The financial report encapsulated all national departments’ financial expenditures for the first quarter of 2006/2007 financial year. The Stellenbosch Workshop was attended by committee members in the bid to capacitate the Committee on various managerial and administrative functions.
 
MINUTES
The Chairperson, Mr B Mkhaliphi (ANC), revisited and consolidated the amendments proposed by committee members on the draft reports at the previous meeting of  6 September 2006. The Committee agreed to these minor technical amendments.

The Chairperson opened the floor for discussion after each amended draft report was presented.

Ms Dambuza (ANC) raised the only point of clarity on the content of the stellenbosch workshop report; she questioned the meaning and wording of 3.2 section 3 number 1, 1.1. She challenged the perceived meaning of this point as she felt that it could be a contradiction to the scope of reference of the committee mandate if this point was not read with caution.

Mr Thebe (ANC) noted the concern but felt that the statement, although ambiguous, was simultaneously significant to the mandate of the Committee. His point of view was supported by other committee members including the Chair.

As there were no significant objections to the amended reports, the Committee adopted the reports.
