MINUTES
The Chairperson stated that the committee had to finalise the research reports before the 15 January 2006. Five discussion papers had been compiled by the committee researcher into one document. A brief outline of the key research objectives was provided.
Ms N Mazibuko (ANC) asked how the reports of committee members would be integrated with reports compiled by the committee researcher.
Ms C Dudley (ACDP) asked whether Members could be given an additional period to study the documentation and provide more knowledgeable input at a later stage. The authors of each document had to be present to give meaning to the exercise. An attempt to adopt the reports would be a futile exercise if Members did not have complete knowledge of the material.
Ms Mashiane (ANC) suggested that Members study the reports in the interim and make proposals at the meeting scheduled for the 10 January 2006.
The Chairperson noted that other tasks were planned for the 10 January that would prevent adequate consideration of the reports.
Ms Dudley proposed that Members study the reports until the 21 December and then supply the researcher with comments to assist in preparation for the meeting on the 10 January.
The Chairperson claimed that the meeting on the 10 January could be extended to accommodate the additional work that had to be completed. Additional researchers could be assigned to the committee to expedite the process.
Ms Mashiane suggested that the meeting on the 10 January be held in Cape Town as opposed to Johannesburg in order to facilitate input from researchers.
The Chairperson agreed with the proposal and declared that the research report could be adopted during the scheduled meeting on the 10 January. The report had to illustrate the current socio-economic environment highlighting the persistent challenges and providing tangible strategies to address the challenges. Members had to formulate sound plans to address the shortcomings. He said that no communication from Members would imply that the reports were deemed adequate.
