ADMINISTRATION OF NATIONAL SOCIAL SECURITY: DISCUSSION

Prior to the discussion, complaints were voiced by committee members about not receiving documents or even notices about meetings which are not announced in the Order Paper.

This was followed by a consideration of and discussion on various options of regulating the national social security services.

The following issues were discussed in relation to the administration of social security services by provinces:

Should money coming from the National budget be earmarked as allocating funds by provinces is problematic?

Should National administer provincial funds?

Should this be monitored on a national level?

Mr W Botha (FF) thinks federal government should monitor more carefully what provinces do. Ms M Turok (ANC) thinks fraud is caused by a lack of accurate auditing. The Chairperson, Mr E Saloojee, wants a full day set aside to discuss provincial problems with the provinces.

Ms M Turok thinks a multi-party trust should present proposals for the choice of a model for benefit distribution. Mr Saloojee reminded the Committee that they do have the investigative report by the Public Service Commission which is to be discussed next week.
