Fee Exemption

The following users are exempt from paying a subscription fee:

• Non-government and community-based organisations [this does not include umbrella non-profit associations]
• Public educational institutions [full-time staff and students]
• Government departments [not their satellite agencies, parastatals, independent commissions]
• Legislatures
• Municipalities
• Trade unions
• Media for general consumption [full-time journalists]
