4. Mandate of the committee:
􀁸 Process legislation introduced by the corresponding Minister, or referred to it by resolution of the Council;
􀁸 Oversee the work of the corresponding Department and associated institutions; and
Make policy recommendations in the select committee area of work.

5. Vision and Mission of the Committee:
The vision of the Select Committee on Finance (SCOF) is, through its monitoring, oversight, legislative and policy work to contribute towards the advancement of economic growth and development not only at the national sphere but also more specifically at the provincial/local sphere of government. And also to base its work on sound principles of economic management, the equitable share and efficient raising of revenue, the sound financial management of assets and liabilities of government, the efficient management of public finance and the effective monitoring of conditional grants.

6. Goals and objectives:
In order to achieve its mandate the Business Plan of Select Committee on Finance seeks to achieve the following specific goals:
􀁸 Ensure that referred legislation is dealt with expeditiously and in a transparent manner;
􀁸 Improve its oversight over the institutions falling under its Select Committee area;
Improve the knowledge and skills of its members to deal with the complex, technically demanding matters placed before the committee;
􀁸 Improve the requisite professional support for the Committee; and
Dealing with a legislation that specifically affect the local sphere of government which includes the Division of Revenue, conditional grants and other matters;
􀁸 Also dealing with the implementation of the MFMA and PFMA and other related matters.

7. Chairperson’s overview:
The State of the Nation address by the President set the tone, direction and basis for our committee work. Issues that were raised in the address were the following.
􀁸 We should move faster to address the challenges of poverty underdevelopment and marginalization confronting those caught within the Second Economy, to ensure that the poor in our country share in our growing prosperity.
􀁸 We must sustain and improve the effectiveness of our social development programmes targeted at providing a cushion of support to those most exposed to the threat of object poverty.
�� We must ensure that the machinery of government especially the local government sphere, discharge its responsibilities effectively and efficiently honouring the precepts of the Batho Pele and
􀁸 We must harness the Proudly South African spirit that is abroad among the people to build the strongest possible partnership between all sections of our population to accelerate our advance towards the realization of the important goal of a better life for all. Informed by the above our committee took a bold decision to raise the level of financial oversight but boldly raised questions of “political audits” to ensure that money spent matched delivery on the ground. The issue of what the money bought the quality, sustainability and impact on beneficiaries and communities was uppermost in the agenda of the committee. Capacity to deliver by departments was another critical question raised by committee member through out the period. Such focused questions were able to ensure empowering discussions during our deliberations. Our performance keeps on improving, even though there is more room for improvement if committee ready and prepare well in time for our daily engagement. We have lost our committee co-coordinator and secretary to the chair, Mr Mncedisi Skolo and Mrs Melanie Titus because they go better offers elsewhere. We welcome in our midst Miss Kwanele Mashiyi as Committee Secretary and Miss Chantal Paulse as Secretary to the Chairperson and hope that together we will continue working as a strong team.
