Critical Observations:

 

·         Above figures only reflect basic services infrastructure backlogs.  A serious concern is the growth in the backlog due to project comebacks, poor operation and maintenance.  The DWAF database has now been extended to track this challenge separately and initial indications are that these “management backlogs” are equal to or exceed the historic infrastructure backlogs, with major implication on budget requirements and achievement of the sector targets.

 

·         Above figures only reflect backlogs in formal settlements and not in informal / squatter areas, which require housing programme solutions.
