(b) A metro or local council must determine the criteria for and
calculation of the out of pocket expenses referred to in subparagraph (c)
( c) A metro or local council may make arrangements for the payment of
out pocket expenses to members of ward committees in respect of participation
by ward committee members in the activities of ward committees.”.

“(j) notwithstanding the provision of section 67 (1) (h) of the Act, the
Minister may make regulations to provide for the disciplinary Code and
procedures for municipal managers and managers directly accountable to the
