Please attempt to address these issues:
In term of amendment 5A
1 Would the minister provide Human and Material resources in terms of
redress to ensure that learners are not deprived. It may not be possible for
the school Governing Body to effect Clause 4 without financial assistance
In terms of Amendment 8A
1. There exists no legislation as to what the Principal is to do with
children involved in violent acts at school.
2. No legislation on suspension and rehabilitation of offending learners
In terms of Amendment 16A
1. The amendment to SASA must be effected in the Educator Employment Act 76
of 1998 as every single amendment impacts on the Principal's job description.
2. There needs to be a review of the role function of the Principal in terms of
his appraisal.
3. It is not humanly possible for the Principal to perform different functions
laid down within different legislation without clearly outlining his function
in totality
4. In terms of the BCEA the employer is obliged to clearly outline the job
description of the employee. The continuous amendments to their job
description, is a violation of this legislation
5. There exists no legislation as to how the Principal is to deal with a
dysfunctional Governing Body.
6. There exIsts no legislation as to how the Principal is expected to deliver
quality performance, dealing with non-delivery by educators. Is the educator
also going to receive a mentor?
7. How is the Principal expected to perform all these functions and be an
educator in the classroom at the same time?
8. Recommend that a comprehensive list of functions of the school Principal be
written. The statement "but are not limited to" line 36/37 is vague
and must be removed. Every job must be clearly defined.
9. There is clear evidence of job abdication by the Head of Department. There
is evidence that if the Head of Department can't perform a function it is
abdicated to the Principal. This is unacceptable.
