Moutse/ Greater Groblersdal. Tubatse and Marble Han written submission on cross
boundary repeal act
We as Mpumalanga Joint Forum Alliance / Moutse Demarcation 'Forum
which has beneficiaries and membership in Greater Groblersdal Municipality.
Greater Tubatse Municipality and Greater Marble Hall
Sincerely declare here to (All and Sundry, in the Parliament Portfolio
Committee of South Africa, The DPLG Ministry and to the state president of
South Africa.
1. The government gazette No=27937 of the 19th and 24 August 2005 is not a
solution to our area Moutse and the surrounding areas. We fully oppose the
cross boundry repeal act that it was unconstitutional as people were not
consulted of a status quo on it. Mpumalanga province is our first choice if not
then Gauteng province must be our second choice not Limpopo province as repeal
act is stating. Democratically we have a right to choice.
2. The extra ordinary provincial gazette No=1196 of the 18th October 2005
Notice 357 of2005 is a good and an acceptable solution to the resolutions of:
CBDC 3 (Dissolution of Greater Sekhukhune District/Region) CBDC 4(Dissolution
of Bohlabela District /Region) as these districts have failed to perform and
deliver services well, especially Greater, Sekhukhune is a poorly managed
unaccountable, nonfunctional and misled district both politically and
governance wise.
We Mpumalanga joined forum Alliance therefore support fully the
re-determination of cross boundary municipalities by Municipal demarcation
board on the 1 SUI October 2005 Notice is as follows:
2.1 Map No==5 and new District (DC47) Grater Groblersdal MP 473, Greater Marble
Hall MP 474, Greater Tubatse MP 472 and Thaba cheu MP 471 are supporting here
and must be in Mpumalanga Province as Mpumalanga has only three district while
Limpopo has more than six districts.
2.2 Mpumalanga department have already got many infrastructures and human
resources existing and operational in the municipalities of the above 4th
new district proposed (DC47) while Limpopo has none on the above 4
municipalities.
2.3 The existence and location of towns within each of these 4 municipalities
of the new proposed district DC47 renders the strong:
a) Tax base for these municipalities and for the district itself in order to
plough back to the communities they represent and serve.
b) Sustainable socio economic growth that will empower this new district
(DC47)and Mpumalanga's Gross Geographic and domestic products.
The keys to the economic and social stability of the economic and social
stability of the region required by our current development policies in the
RSA.
2.4. The cultures and traditions of the people I communities within this new
district are a rainbow that inter link and already nurtured to boost the
relations needed nurtures to boost the relation needed for working together, good
services and better tourism development in the new district (DC47)
2.5. The IDP and TSRIP of this new district will not be a disappointment, as is
the case with greater sekhukhune district since 2001 as Mpumalanga has the good
follows ups and management of its IDP'S and ISRDP/S compared to the poor
management and delivery of these by Limpopo Province practically
3. Map and Existing Capricorn district (PC35) In Limpopo Province
3.1 Keep the Limpopo areas and municipalities of Makhuduthamaga (NP356)
And fetakgomo (NP357) in the Capricorn district. It is a justifiable and
relevant re-demarcation by the municipal demarcation board and ministry of DPLG
3.2 Limpopo Province cannot afford to add another district because:
a) It is burdened already and it will be an act of economic and social
oppression to this province (highly rural huge (geographically) and highly
populated compared to Mpumalanga), To populate and strain this Limpopo Province
as it is poor and grappling with development that are highly challenging and
are mostly failing to meet evidences exists in Limpopo by more reaching or
visiting the whole Province
b) It will be selfish efforts, anti-democratic and disastrous to deny
Mpumalanga its well located new district (DC47) and place the developing
communities of Mpumalanga in the hands of the incompetent, poor and hands full
Limpopo Province
3.3 Dissolving Greater Sekhukhune district as supported here will be a true and
lasting solution to the current crises and lack of services delivery in this
corrupt and incompetent cross boundary area. An end to the instabilities and
lack of democracy within communities affected badly by the force removals to
Provinces not of peoples choices
4. Mpumalanga Government has the will and capacity to accommodate the new
Proposed district (DC47) and serve it properly and bring better life, comfort
and stability to all.
