Align norms and standards to BNG
CURRENT SITUATION
·
70 PHP Projects under construction within the City Of
Cape Town
·
City acting as Accounts Administrator on 28 of these
projects
·
Projects are being driven by both the City and
Community (Beneficiary groups supported by an NGO/CBO).
·
12 project applications (Business Plans) lodged with
the Dept. LA&H, pending approval.
·
20 applications submitted to Council for consideration
THE ROLE OF THE CITY
PHP Unit
·
Perform it's Statutory role in respect of re-zoning,
tenure provision and internal civil services design and building plans'
approvals
·
Provision of Bulk and Connector engineering services
·
Identify and prioritise ( all ) new housing
development opportunities in line with the City's lDP and goals
·
Allocate Housing Subsidy funds to current and new
housing development from funding received from the MEC: LG & HOUSING.
·
Act as Support Organisation, if required
·
Provide letter of support for PHP applications to PHD
·
Obtain Council resolutions indicating it's support of
the PHP delivery mechanism
·
Support CBO's, NGO's and community groups acting as SO
·
Provide support and participate in meetings where
necessary
·
Take ownership of engineering services installed
·
Promote community facilitation
·
Resolve disputes between beneficiaries and the SO
·
Undertake consumer education and capacity building
exercises and
·
Promote and advocacy and awareness campaign.
·
Create an enabling environment for the successful
implementation of PHP by :
Providing information and advice on housing matters
Act as developer of the PHP mechanism, if required
(unable to perform this role due to a lack of capacity)
Support households in planning the settlement
