INTRODUCTION

- senior and experienced personnel concentrated at provincial and area level

- specialized skills were concentrated at provincial and area level

- there was a duplication of functions between area and station level and throughout the organization

- there existed too many levels of command and control which impeded:

The decision was taken to align the levels of policing i t.o section 205(1) of the Constitution which makes provision for three levels of policing, national, province and local.

IMPLEMENTATION

 

DEPLOYMENT STRATEGY

Migration to province (geographical placement to service police stations

Migration to police stations:

 

  • All Police Emergency Services (PES) -10111, Flying Squad, Accident Combating unit, Dog unit and Mounted unit -integrated functioning/capacity - will report to Provincial Commander: PES
  • Crime Combating Unit members -limited capacity to police major events and crowd control
  • Vehicle Identification and Safeguarding Sections - will report to Provincial Commander: General Investigations (Vehicle Safeguarding (pounds) will eventually report to the Provincial Commander: Visible Policing)
  • Stock Theft units - will report to Provincial Commander: General Investigations
  • Crime Intelligence - will report to Provincial Head: Crime Intelligence - dedicated analysis and gathering capacity available to stations daily liaison/ taskings/briefings
  • Serious and Violent Crime unit members
  • Family Violence, Child Protection and Sexual Offences members (accounting police station cluster)
  • Crime Combating Unit members
  • Detective Service members at area office
  • Crime Prevention members at area .office
  • Operational Support members at area office
  • Administrative capacity at identified stations were also strengthened

Note:

For the interim Nodal Support Centres remained to provide administrative support to stations reporting directly to the province. Accounting stations are being operationalised.

Total number of 21 accounting station clusters are being considered

763 employees have been deployed within these clusters.

12 (57%) of the 21 accounting station clusters are regarded as priority clusters.

535 (70%) employees have been deployed to priority clusters.
