TO NCOP: STA TUS REPORT ON BUCKET ERADICA TION PROGRAMME IN THE NORTH WEST

INTRODUCTION
The purpose of this presentation is:

To outline the progress to date on the bucket eradication programme as
from 01 April 2006.
·
To outline the future plans of the Department on it's sanitation
programme in general.
·
To indicate the constraints around the bucket sanitation eradication
programme and the steps being taken to overcome the constraints
OVERVIEW
OF THE DEPARTMENTAL BUCKET ERADICATION PROGRAMME
·
The North West Provincial Backlog of Bucket Sanitation to be eradicated
in the prescribed formalized stands is estimated at 25 124 bucket toilets
(as at 15 Aug. 2006) with the following breakdown per District I Local
Municipality:
−
Maquassi Hills L.M : 4 157 bucket toilets
−
City of Matlosana L.M : 14 400 bucket toilets
−
Bophirima District Municipality: 4 262 bucket toilets
−
Central District Municipality: 2 669 bucket toilets
−
Ventersdorp Local Municipality: 36 bucket toilets (to be eradicated
through housing project)

Objective of the Department is to assist and support municipalities to
provide basic sanitation services, improve household living conditions,
alleviate poverty, and improve health in the beneficiary communities.
Five
Local Municipalities (LM) were prioritized for the eradication of 10 000+
bucket toilets in Phase 1 during the 2006/7 Financial Year: .

Tswaing LM : 1469 bucket toilets

Ditsobotla LM : 1296 bucket toilets
−
Mamusa LM : 2371 bucket toilets
−
Lekwa Teemane LM : 1498 bucket toilets
−
Maquassi Hills LM : 3512 bucket toilets

FUNDING STRUCTURE ON THE DEPT. BUCKET ERADICATION PROGRAMME
·
To expedite service delivery, the Department formed a partnership with the
OSSA in view of the associated cost of R 100 million. Implementation support is
provided through a multi-stakeholder Provincial Steering Committee.
·
OSSA is providing loan funding of R1 00 million (total) to the respective
Water Services Authorities for Phase 1.
·
Departmental Allocation is provided in the form of grant funding to the
prioritised LMs to assist in repaying OSSA loans:
−
R30 million in 2006/2007 financial year
−
R70 million in 2007/2008 financial year [Hence Total Departmental Allocation
= R100 million]

Separate Budget for Capacity-building: R3.1 million: 50 local people to
be trained on a 12-month construction learnership in Mamusa.
OVERVIEW OF CONSTRAINTS
·
Funding shortfalls at Municipalities: OPLG and OWAF are being engaged to address this
problem through MIG and other funding sources. OSSA is also being engaged for
possible funding options. This specifically applies to City of Matlosana
·
Capacity and Human Resources constraints at Local Municipal level - leading to
inadequate forward project planning; bureaucratic supply chain management;
inadequate project execution; poor delivery; etc. There remains a need to
retain adequate skilled capacity within Municipalities.
·
Moving Targets: Recently formalized stands in Municipalities are resulting in a growing
number of bucket users. Hence the syndrome of "moving" bucket
sanitation figures and targets. Eradicated bucket toilets are counterbalanced
by other bucket toilets arising elsewhere in recently formalized stands.
·
Limited funding allocation to the Department for sanitation. City of
Matlosana requires R 101 million to eradicate bucket systems in 14 402
households. Maquassi Hills requires R140 million to upgrade a water pipeline to
ensure sustainability of infrastructure.
·
Sustainability issues: The Department is looking into assisting
Municipalities to create enhanced revenue bases, improve LED, and to
meaningfully address the required upgrades; bulk water supply; operations and
maintenance (O&M) issues around water and sanitation infrastructure.
·
DBSA is providing technical assistance through the deployment of a senior
engineer to oversee and monitor the Bucket replacement programme at Provincial
level.
FUTURE
PLANS
·
The facilitation of securing funding for City of Matlosana to eradicate
the 14 402 buckets through MIG and Housing programmes.
·
The facilitation of the implementation of the upgrading of the bulk water
supply pipeline at Maquassi Hills L.M. in support of bucket sanitation
eradication.
·
Training of 50 persons from Mamusa on a 12-month construction skills
learnership commencing April 2007.
·
The undertaking of a Backlog Study indicating the extent of the water and
sanitation backlogs in the NW Province and the cost of eradicating the backlogs
by the year 2010.
·
The formal initiation and commencement of Phase 2 of the sanitation
programme in partnership with the DSSA and other key stakeholders targeting the
following sanitation delivery "hotspots
−
City of Matlosana L.M (eradication of 14 402 bucket systems)
−
Potchefstroom L.M (no bucket system but makeshift pit latrines)
·
Continuation of Intensive engagement of all National and Provincial
stakeholders to identify innovative solutions to funding shortfalls around
bucket sanitation eradication.
·
Continuation of a multi-lateral approach to eradicate bucket sanitation
via a variety of means - MIG Funding, Housing Projects, etc.
Conclusion
·
The Province will meet the target of eradicating the bucket system by end
of 2007 provided funding for Matlosana LM is addressed immediately.
