SERVICE DELIVERY
INFRASTRUCTURE
INTRODUCTION
The Service Delivery Infrastructure programme is responsible for the entire
infrastructure where the beneficiary interfaces with the SASSA. Infrastructure
includes Pension Pay Points, Service Offices, and Alternative Access points.
1. PAY POINT
Currently SASSA operates :t 9500 cash Pay Points
throughout the country. 60% of our pay points do not have proper permanent
structure;
38% have electricity;
77% have
access to water;
37% have
adequate electricity.
Regions have managed to upgrade 20% of our Pay Points to meet the required
standard and are incrementally upgrading the remaining Pay Points. A standard
design for the Pay Point has been developed and these will be constructed on
sites identified nationally.
2. SERVICE OFFICE
There are currently 620 Service Offices nationally. A
standard office design has been developed and new sites have been identified
and put on GPS (Global Positioning System) The GPS allows us to do geographical
mapping of service offices.
3. ALTERNATIVE ACCESS
A total of 40 Mobile Service Units (trucks) are being procured and will be
rolled out to the deep rural areas in all nine regions. An additional 50 Mobile
Service Units (trucks) will be procured in the 2007/2008 Financial Year.
4. GEOGRAPHICAL INFORMATION SYSTEM
A Spatial Optimization model have been developed which informs SASSA of the
most optimal positions of District, Service Offices and Pay Points. The
Location Planning for District and Service Offices has been completed and the
result for Pay Points will be available early in the next financial year.
5. NEW PAYMENT TENDER
The new payment tender has been approved and will be published by the end of
February 2007. The tender aims to standardize the payment process and service
in all nine Regions and service providers will be appointed for a period of
three years. A tender for service providers to review the current payment
method has also been advertised.
