1. Report of the Portfolio Committee on Safety and Security on the International Convention for the Suppression of Acts of Nuclear Terrorism, dated 20 September 2006:
The Portfolio Committee on Safety and Security, having considered the request for approval by Parliament of the International Convention for the Suppression of Acts of Nuclear Terrorism, recommends that the House, in terms of section 231(2) of the Constitution, approve the said Convention.

2. Report of the Portfolio Committee on Safety and Security on the Protocol to the OAU Convention on the Prevention and Combating of Terrorism, dated 20 September 2006:
The Portfolio Committee on Safety and Security, having considered the request for approval by Parliament of the Protocol to the OAU Convention on the Prevention and Combating of Terrorism, recommends that the House, in terms of section 231(2) of the Constitution, approve the said Protocol.
In addition:
The Committee recommends that the following interpretative declarations be made with ratification:

"That the Government of the Republic of South Africa is not a Party to the African Union Convention for the Elimination of Mercenarism in Africa and notes that this is a Convention that has been identified by the Assembly of the African Union as being suitable for review. In the interim the Government of the Republic of South Africa will interpret and apply Article 3(1)(e) in accordance with legislation of the Republic of South Africa applicable to mercenarism, which prohibits the recruitment, use, training of, or engagement in, any mercenary activity".

"The Government of the Republic of South Africa shall apply the provisions of Article 8 of the Protocol in accordance with the obligations imposed upon States Parties in Article 8 of the OAU (now African Union) Convention on the Prevention and Combating of Terrorism".
