Chairperson’s overview:

As a component of Parliament of the Republic of South Africa I take pride in presenting you with this report. The Portfolio Committee on Sport and Recreation works under the guidance of our Constitution and existing laws, subsection 42 (3) of the Constitution confirms the responsibility of the National Assembly. The oversight work of the Committee has been fair robust and very critical. The oversight of the Committee was to monitor key objectives of the Department. The priority to those objectives the Committee has decided is to look closely on issue of transformation of sport in particular.

We are committed to oversight as to whether there is an improvement in the quality of life of all people and free the potential of each person. Our programmes are designed to monitor the gaols set up by Minister and Department. Also to sensitise the Minister and Department where there could be underdevelopment of things that could undermine the very objective they have set for themselves.

The Committee is delighted to see that building for sport programme has build facilities to place where there would never be such facilities. Our focus remains our people; our country, our young athletes especially those areas and sectors of the society that continues to be underprivileged.

Our resolve to vigorously interrogate and monitor to help Department and Minister to succeed is undoubted.

Vision and mission of the committee
Vision:
To oversee the realization of an active and winning nation as well as to ensure that sport, as a whole, is accessible to all in particular the disadvantaged masses in the townships and rural areas.
Mission: . To oversee that sport and recreation is being placed at the forefront to address issues of national importance, such as unemployment, under development, poverty, economic development, as well as individual and community health. Above all, it contributes to nation building.


List of public entities over which the committee exercise oversight
4.1 Boxing South Africa (BSA) established in terms of the Boxing and Wrestling Control Act, 1954 (Act No 39 of 1954 as amended) is responsible for controlling and regulating boxing in the Republic of South Africa.
4.2 The South African Institute for Drug Free Sport established in terms of the South African Institute for Drug Free Sport Act, 1997 (Act No 14 of 1997) to promote the participation in sport free from prohibited substances and to counteract doping in sport.
4..3 South African Sport Commission (SASC) Repealed on 25 May 2005.

To determine the existence and impact of sport academies; existence of sport structures on the ground, e.g. sport councils and mass participation coordinators and involvement of sport councils in national events such as 2010 World Cup and their role in the community.

Objectives

How France succeeded in 1998 World Cup and the spin-offs remained as the legacy so that even South Africa would be able to identify and learn from.
Role-played by government and private sector towards preparations.
Effective legislation and kind of security that could prevent and provide the safety at stadium and widespread of the games.
The benefits/gains experienced by the community after the event.
Effective method used to mobilize local community support and buy-in.
