Annual Report of the Select Committee on Land and Environmental Affairs from January – December 2005 dated 2 May 2006:

Chairperson’s overview: Rev P Moatshe

The Committee was able to function and work well together as a team, leading to a great deal of transparency, efficiency and co-operation throughout deliberations during Committee meetings which were often intense but fair.

The Committee covered most of the work set out in its annual programme, however quarterly reports requested by the Committee of all the Departments did not materialise. The time spent conducting oversight visits were fruitful as it gave the Committee an indication as to how far the country as a whole is from delivering on its 2014 commitments. The oversight trips undertaken were important, as it showed the Committee where the problem areas were and how the Committee could assist in rectifying the situation.

The Committee undertook an International Study Tour to India which proved to be of great benefit, as we learnt a great deal about their Aquaculture Programmes amongst others, which could lead to the upliftment of all South Africans especially those in rural areas.

The Committee did not undertake all the oversight visits it intended as this was largely

due to various pieces of legislation before it, but endeavours to undertake them during

the course of 2006.

The Chairperson wishes to extend a word of appreciation to Members of the Committee

who participated in all the Committee activities despite other commitments and staff for

their valued support. A word of appreciation also goes to the Departments for their co-operation and willingness to appear before the Committee.

Vision  -  To ensure effective and sufficient oversight and monitoring that will lead a better life for all.

Mission - Ensure effective, efficient and sustainable Government Institutions that will respond to the needs of the people.
