Construction of a state of the art dairy parlor to be used by the Joint
venture formed between

Farmers from Keiskamma Irrigation Scheme and Dairy Farmers from
Tsitsikamma area. When in full operation ,the dairy herd will be 500 cows

Purchase of a 50 point rotary milking system
·
Purchase and installation of Irrigation equipment and stock watering
systems on the pastures for use by dairy cows.

Purchase and installation of Electric fencing for pasture units

Purchase and installation of boundary fence

Purchase of a herd management system for use on cows during and after
milking
· Tyefu Irrigation
Scheme-Glenmore Unit- R 1,890,000
·
Construction of Irrigation system which includes a fertigation plant to
irrigate 100 ha and dripper lines to irrigate 20 ha of Pomegranate- a fruit
known for its antioxidant properties and meant solely for export to the
European Union Countries. This is through a partnership between farmers of
Glenmore and an Israeli- Cape Town company which already has a market for the
fruit in Europe.

Phase 1 is 20 ha because planting material is only available for 20 ha
and phase 2 will be 80 ha.

Zanyokwe - Kamma Furrow irrigation Scheme- R 2,935,400
·
Construction of a main line from Sandile Dam reservoir to Kamma Furrow
reservoir to obviate the use of electricity for pumping water from the river
which is very expensive,
·
Repair of infield irrigation .system
·
Construction of new fences and repair of old fences to be able to secure
a potato project for special delivery to McDonald's restaurant chain. This is
also a joint venture between Farmers in Kamma Furrow and a company from Cape
Town.
·
Fencing material has also been acquired for the securing of vegetable
cultivation areas which will be put under cultivation to supply a dried
vegetable factory. This factory is an initiative of the Department of Education
- Schools feeding scheme programme, the Department of Agriculture and a private
company doing a similar venture in the Mpumalanga Province.

Challenges on CASP spending
·
A group of farmers in Qamata Irrigation Scheme which is part of the
programme is taking legal action against the Department.
·
Procurement processes, bids requirement like the 80:20 principle
sometimes causes a bottleneck in the processing of these projects.
·
Lack of experience on personnel involved in the preparation of farm plans
also poses a challenge.
·
Sometimes successful bidders do not attach their Tax Clearance
Certificates resulting in delays with the processing of orders.
·
Shortage of staff in the engineering in section results in delays in the
drawing of specifications
Remedial
steps
·
The-legal experts advice to the department is that in order not to give
the Judge presiding over the case any opportunity to say that the Department is
preempting his judgment, the Department should refrain from doing any work at
Qamata
·
The Department has separated Qamata Irrigation Scheme into Qamata and
Bilatye Schemes and is dealing with Bilatye for now.
·
With a close working relationship between SCM, Engineering and 'Resource
Planning bottlenecks were cleared.
·
The few experienced officials were asked to give guidance to the less
experienced ones.
·
It has been emphasised that all adverts must indicate that quotations
need to be submitted together with copies of Tax Clearance Certificates.
·
Increased financial delegation to the District Senior Managers also trade
a huge relief.
