Western Cape

Dear Cde Windvoel

Negotiating Mandate for Further Education and Training Colleges

The Western Cape Legislature requests an extension period of two weeks for a Negotiation Mandate for the Further Education and Training Colleges Bill [B23 - 2006] because of the following:

The Standing committee on Education, Cultural Affairs and Sport was briefed on the Bill on Thursday, 07 September and a public hearing took place on Tuesday, 12 September 2006, where members of the public raised a number of concerns regarding the Bill.

The committee was unable to schedule a meeting to discuss the Negotiating Mandate, which will be discussed on Wednesday, 27 September 2006, due to the following reasons:

The time allocated to provinces to discuss the Bill was not sufficient.

Members of the committee were not available to schedule a meeting on Wednesday 13 or Thursday 14 September.

The People's Assembly took place on Friday, 15 September 2006.

Members of the committee departed for India on Saturday, 16 September 2006, as part of the study group and will only return on Wednesday, 27 September 2006.

I trust that you will find this in order.

Yours Sincerely

Max Ozinsky
Chief Whip
Western Cape Provincial Parliament
