Further Education and Training Colleges Bill [23-2006]
The Portfolio Committee on Education, Culture, Sports, Recreation, met on 08 September 2006 for the briefing by the permanent delegate of the National Council of Provinces on the Further Education and Training Colleges Bill [B232006] (the Bill).
After consideration of the Bill, the Committee supports the Bill with the following amendments:
Colleges- can stand alone or can have more than one campus.
Management staff must include the campus manager and the CFO.
The bill must define the role of the campus manager.
"Campus principal" must be defined
Chapter 2
The following clause must be inserted after clause 4(2)(c)
(d) the registration number of the college,"
Chapter 3 The word "student" appearing after the word "disabled" In clause 17(4) to be deleted and be substituted for it "persons". This will make the college to be accessible not only to disabled students but to other people with disability,
Chapter 8
The following clause must be Inserted after clause 44(4):
"(4) The MEC must determine the academic calendar at least six months prior to the commencement of the new academic year. "
General
Although labour related matters appear to be addressed in the transitional arrangements, the Committee recommends that the Issues raised in the written submission appended hereto be clarified.
The permanent delegates representing the Province of Mpumalanga in the National Council of provinces are conferred with authority to vote In favour of the Bill.
