PROGRAMME: GARDENING SERVICES
Activities included involve but are not limited to the following; Mowing of
lawn, Pruning of trees, Cutting edges, Tiling and digging the soil, Planting,
Harvesting, cleaning, Watering, Removing of weeds, Garnish, Pest control,
Fertilizing, Cleaning garden equipment, and all other related activities
similar to once listed above.
Who are eligible for this Programme
Various categories of offenders can be sentenced or paroled to perform these
programmes. Offenders who are physically able, skilled/unskilled, residing
within close proximity of the Service recipient.
MANAGEMENT
Service Level Agreement
This programme shall be managed by means of a Service Level Agreement entered
into between DCS, Service recipient and the offender.
The parties shall agree to the following:
Role of Department of Correctional Services (DCS)
- DCS shall in
consultation with the offender and the Service recipient refer him/her for
the rendering of community service.
- DCS shall
schedule community service hours to be rendered at the institution of the
service recipient.
- DCS shall
monitor offenders at the institutions where they are rendering community
service.
- DCS shall take
remedial measures for non-compliance.
- DCS shall
disclose the nature of the crime committed by the offender to the Service
recipient.
Obligations of the Service recipient (SR)
- SR shall
orientate and induct the offender on commencement of community service.
- SR shall
supervise and monitor offenders rendering community service at their
institution.
- SR shall report
to DCS issues around compliance/non-compliance on weekly/bi-weekly/monthly
basis as per arrangement.
- SR shall be
responsible for visiting families of offenders rendering community service
at their institution on quarterly basis.
- SR shall
acknowledge the community service rendered by the offender in public.
(E.g. parents at school).
- SR shall
provide suitable equipment to offenders for the rendering community
services at their institution.
- SR shall ensure
that offenders are constructively kept busy during the rendering of
community service at their institution.
- SR shall ensure
that offenders work according to the scheduled hours of community service.
- SR shall
determine the impact of community service rendered at their institution.

OBLIGATIONS OF THE OFFENDER
- Offender shall
report to the service recipient according to schedule.
- Offender shall
render community service at the designated institution as required by the
Service Recipient.
- Offender shall
observe the rules and regulations of the service recipient.
- Offender shall
complete the appropriate register upon arrival and departure.
- Offender shall
safeguard equipment provided to him/her at all times.
- Offender shall
disclose himself/herself at an appropriate time.
