PORTFOLIO COMMITTEE ON AGRICULTURE AND LAND AFFAIRS

2006-2007

1. MISSION

To effectively contribute to socio-economic development by ensuring implementation of legislation and policies that have direct impact on agriculture and land matters, and consistently monitor progress made by government departments in achieving their strategic objectives and those of the economic cluster.

2. VISION

To work vigorously to ensure enhancement of public participation through proactive consultation and effective communication with relevant stakeholders in realising the core objectives, which involve ensuring that Agriculture and Land Affairs Departments deliver on land and agrarian reform thus contributing to poverty eradication, sustainable food security, and creating a prosperous agricultural sector. Therefore, as a committee we have a vision of:

Capacitating members to enhance effective participation, monitoring and evaluation of oversight work.
To scrutinise legislation and other policies that impact on agriculture and land affairs spheres.
To assess delivery by departments and public entities reporting to the committee in terms of their mandate; and
To facilitate governance relationships with entities reporting to the committee.

3. CORE OBJECTIVES

The priority area is a set of core objectives identified for the ongoing business as derived from the mission and vision of Parliament. These are in line with the powers of the committee as mandated by Chapter Four of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996). The core objectives indicate our main business as follows:

Core Objective 3: Facilitate public participation and involvement

Core Objective 4: Facilitate co-operative government

Core Objective 5: Facilitate international participation
