7. Chairperson’s Remarks on the Level of Support Received during the Session

Generally the support was very poor to say the least. The Committee was riddled with a number of inadequate preparation and just poor support mechanism from the Committee Section.

Poor support in my view come from underperformance and share neglect of details in preparations. These matters were discussed both with the Committee Controller and the Committee Section Manager.

It is important to indicate that it has been the intention of the Committee to travel to Sudan and Palestine/ Israel before the end of 2004/05 financial year, but a number of difficulties were experience in the organisation of such a visit. Most difficulties were internal, as we could not get the authority that processes our applications to make decisions in time. The process in some instances moved at a snail pace and in every turn minute details were used to delay the necessary approvals.

It is important that the Committee notes the fact that the support that was promised was never forthcoming both from officials and politicians who are entrusted with the responsibility to make such vital decisions.

As we start the new year members are invited to raise matters they believe could improved the service we get from Committee Section.

I hope and trust that 2006 presents us with the opportunity to improve the Management of the Committee and the support we get from the Committee Section.

If the situation persist, the Committee will not undertake any visit, so long as there is no political and administrative willingness to attend to matters in time and give the necessary attention to issue’s.

The critical difficult is the manner in which the Committee budget and its activities understood by those entrusted with decision making.

I call on the Committee members to take an active role in ensuring that future applications for Committee travel are followed with enthusiasm to limit the time it takes to consider them.

VISIT BY CZECH REPUBLIC

We had a good visit and the organisation of it exposed a number of shortcomings and the lack of willingness from the Committee Section to appreciate the importance of such a visit.

The need to clarify the rules governing such visits is important.

The Committee hosted lunch for the Sinn Fein delegation led by its President Gerry Adams. Though the Committee hosted the lunch it was left to the Speakers office to provide logistical support because the Chair of Committees was uneasy with the performance of the Committee Section, should they be allowed to handle such a high profile event.

This raises bigger questions about the competency of the Section.
