  3. Chairperson’s overview:

The Standing Committee on Public Accounts (SCOPA) continued to discharge its responsibilities within the scope of its mandate.

Throughout the year and in all its work SCOPA was guided by its self-declared goals, viz:

    1. Covering a greater volume of work
    2. Strengthening the qualitative aspect of its work
    3. Increasing the assertiveness of follow-up actions where corrective measures have been recommended.
    4. Creatively influencing improvements of financial management in the public sector.

These goals SCOPA endeavored to live up to, to the best of its ability within the constraints of organizational capacity and time.

SCOPA remains indebted to its experienced and dependable support staff; unfilled vacancies notwithstanding. The support of the Auditor-General’s office remains solid, crucial and welcome. It, together with that of other stakeholders, can only be improved.

The committee continued with its basic operational structure of two working groups and a plenary. The two SCOPA groups were ably led by Honourable P. Gerber and Honourable L. Mabe (who was later in the year replaced by Honourable L. Mashiane)

The committee as usual, held numerous public hearings of Departments and Public Entities whose state of affairs so warranted and sent questions for clarity to others.

It is our conviction that the Committee can and actually must improve on smarter ways of discharging of its workload.

The floor-crossing window brought some substantive changes in the composition of the committee and some how disrupted its activities with negative consequences.

The committee undertook two international study tours to Mozambique and Australia. Both tours were important milestones in sharing experiences, ideas and approaches with counterparts from these countries. Committee members were positively and greatly capacitated by these visits

The Committee; however; did not have provincial oversight visits, a situation that we believe will be rectified.

Thanks to the office of the Auditor-General the committee had an opportunity to meet and exchange views and experiences with the Auditors-General of the United Kingdom and Malaysia.

SCOPA, as a learning organisation, will sum up 2005’s experiences to inform and improve its work in 2006.

 

 

 

  1. Vision and mission of the committee

Mission

Guided by the Constitution and the rules of Parliament, SCOPA will promote effective and efficient financial management of, and the accountability for, all matters concerning public finance. To this end it will exercise a rigorous oversight role to ensure maximum value for each taxpayer Rand in such a way that it contributes towards the improvement in the quality of life of all South Africans.

For SCOPA to earnestly pursue its MISSION this year, it has as its four overriding goals:

The Standing Committee on Public Accounts (SCOPA) was invited by the Australasian Council of Public Accounts Committees (ACPAC) to participate at a Conference that took place from 6 to 8 February 2005, at Parliament House, Brisbane, Australia. The main theme of the Conference was "Current Challenges Facing Public Accounts Committees".

    1. MOZAMBIQUE STUDY TOUR

The Standing Committee on Public Accounts undertook a study tour to the Mozambique Parliament. The purpose of the study tour was to obtain insight into the procedural operations of the Public Accounts committee and the Finance committee in the execution of their oversight of public finance management.

It was also our intention to gain an understanding of the audit process followed in Mozambique. In our interaction we sought to determine the style, approach and methodology of their engagement with the executive, their system of dealing with and prioritization of audit reports and their progress in performance auditing.

The Committee is not able to conduct public hearings on all the Annual Reports tabled. It has devised a system, captured in the 16th report of SCOPA 2003, to prioritise all the reports according to agreed upon criteria. A Category A classification denotes issues that require a public hearing. The matters in these reports are judged according to the following criteria:

The Committee identified 34 departments and entities that required further public scrutiny. It was only able to conduct 16 Public Hearings of the 34 identified. The time constraints of the Parliamentary calendar forced the Committee to prioritise the hearings and schedule them accordingly. The 18 departments and entities that did not appear will be reassessed according to their 2004/05 financial statements.
