I have not seen the amendments, however I would like to give an input on the sub-topic:


Educational institutions

These should be designed such that they serve the countries needs.


The Acts were initially promulgated during the era of minority rule. The primary aim should be transformation of the previous designs. New ways to accommodate large numbers of people on the streets or unable to enter the monopolized professions should be put in place.

It is not only the exit of the qualified health care providers (doctors and nurses) to other countries that depletes the numbers, the entry points i.e. the educational institutions and the related mechanisms should be addressed. The reduction of the training period should apply to both training of doctors and nurses e.g. 5 : 3 and needs to be adjusted by the Minister.

The quality assurance bodies need a new vision and mission to address the present needs, and target the educational institutions.

They cannot effectively function for this task within the bodies that were formed to deal with practice or malpractice in health institutions.

The educational institution should not be dependent on the health establishment for existence or survival this involves theory and practice, this dependence is another cause of the shortage of health care providers.
