EMPLOYMENT OF THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN THE DEMOCRATIC REPTOUC OF CONGO, FOR SERVICE IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF SOUTH AFRICA TOWARDS THE DEMOCRATIC REPUBLIC OF CONGO


This serves to inform the National Council of Provinces that I authorised the employment of the South African National Defence Force (SANDP) personnel to the Democratic Republic of Congo (DRC),. in accordance with the Tripartite RSA/DRC/ Kingdom of the Netherlands Agreement regarding provision of support in the integration of armed forces of the DRC.


This employment was authorised in accordance with the provisions of section 201(2)(a) of the Constitution of the Republic of South Africa, 1996, read with sections 52, 53 and 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of seventy (70) members will be employed from mid September 2005 for a period of six months.


The total estimated cost to be borne by South Africa for the deployment of personnel, from the current allocation for Peace Support Operations, is R 28 626 692.


I will communicate this report to the National Assembly and the Chairperson of the Joint Standing Committee on Defence, and wish to request that you bring the contents hereof to the notice of the National Council of Provinces.

EMPLOYMENT OF THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN COTE D'IVOIRE IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF SOUTH AFRICA TOWARDS COTE D'IVOIRE


This serves to inform the National Assembly that I authorised the employment of the South African National Defence Force (SANDF) personnel to Cote d'lvoire for service in fulfillment of the International obligations of the Republic of South Africa towards Cote d'lvoire, in the provision of assistance in the implementation of the Pretoria Agreement, with specific emphasis on the Disarmament, Demobilisation and Reintegration process.


This employment was authorised in accordance with the provisions of section 201(2)(c) of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of 46 members of the SANDF will be deployed for the mission as from 08 July 2005 to 31 March 2006.


The total estimated cost to be borne by South Africa for the deployment of personnel to the mission until 31 March 2006 will be R 26 090 724 .

EMPLOYMENT OF THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN BOTSWANA IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF SOUTH AFRICA


This serves to inform the National Assembly that I authorised the employment of the South African National Defence Force (SANDF) personnel to Botswana, for service in fulfillment of the international obligations of the Republic of South Africa, to participate in a Southern Africa Development Community (SADC) Joint Peacekeeping Training Exercise.


This employment was authorised in accordance with the provisions of section 201(2)(c) of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1995), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of 326 members of the SANDF will be employed from 02 June to 28 June 2005.


The total estimated cost to be borne by South Africa for the deployment of personnel will be R 5 781 420.00.

This serves to inform the National Assembly that I authorised the employment of the South African National Defence Force (SANDF) personnel to the Democratic Republic of Congo, for service in fulfillment of the international obligations of the Republic of South Africa towards the Democratic Republic of Congo in the provision of support in the integration and training of the new restructured forces.


This employment was authorised in accordance with the provisions of section 201(2)(c) of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of forty (40) members are employed as from mid January 2005 for a period of 12 months.


The total estimated cost to be borne by South Africa for the deployment of personnel is R 25 600 036.

EMPLOYMENT OF THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN SUDAN IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF SOUTH AFRICA TOWARDS THE AFRICAN UNION


This serves to inform the National Assembly that I authorised the employment of the South African National Defence Force (SANDF) personnel to Sudan for service in fulfillment of the International obligations of the Republic of South Africa towards the African Union, as part of the enhanced African Mission in the Sudan.


This employment was authorised in accordance with the provisions of section 201(2)(c) of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of 329 members of the SANDF will be deployed for the mission as from mid-January 2005 to March 2006.


The total estimated cost to be borne by South Africa for the deployment of personnel to the mission until 31 March 2006 will be R 76, 570 247.

EMPLOYMENT OF A MEMBER OF THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF SOUTH AFRICA TOWARDS THE GOVERNMENT OF THE REPUBLIC OF MOZAMBIQUE


This serves to inform the National Council of Provinces that I authorised the employment of a member of the South African National Defence Force (SANDF) to the Republic of Mozambique as part of the Southern African Development Community Electoral Observer Mission in fulfillment of the obligations of the Republic of South Africa towards Mozambique during the forthcoming elections in Mozambique.


This employment was authorised in accordance with the provisions of section 201(2)(c) of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


One person will be employed from 24 November 2004 to 04 December 2004.


The total cost of the deployment is R17 233. 00 and will be funded from the Department of Defence's current allocation for the Joint Operations Division.

EMPLOYMENTOF
THE SOUTH AFRICAN NATIONAL DEFENCE FORCE IN BURUNDI IN FULFILLMENT OF THE INTERNATIONAL OBLIGATIONS-OF THE REPUBLIC OF SOUTH AFRICA TOWARDS THE UNITED NATIONS


This serves to inform the' National Assembly that I authorised the employment of the South African National Defence Force (SANDF) personnel to the Republic of Burundi as part of the United Nations Operation in accordance with the United Nations Security Council Resolution 1545 of 2004


This employment was authorised in accordance with the provisions of section 201(2)(c )of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), read with section 93 of the Defence Act, 2002 (Act No. 42 of 2002).


A total of 1099 personnel will be employed until the end of the transition period in September 2004. The contingent will be reduced to 1078 personnel after September 2004 and to 1007 personnel after December 2004 until the end of March 2005. The SANDF personnel are already in Burundi and will only change over to the United Nations mandate.


The cost of the deployment will be funded from the Department of Defence's current allocation for Peace Support Operations and will be reimbursed by the United Nations
