NEGOTIATING MANDATE ON THE NATIONAL CREDIT BILL [B18-2005]


The Portfolio Committee on Finance & Economic Affairs deliberated and considered the Bill and calls on this hounorable House to mandate the Permanent Delegates to the NCOP to support the Bill and participate in negotiations on the Bill and taking the following considerations into account:


(a) The micro lending industry which leads people into credit, and defaulting, and is not dealt with in the Bill;


(b) Penalties should be put in place for pre-approved credit providers especially those who go door-to-door: this should be prohibited;


(c) The Bill should come out clear on amnesty for defaulters, and would prefer categorized amnesty as opposed to blanket


(d) The Central Register should be regulated , so that not everyone should have access to people’s personal information;


(e) The blacklisting period should be looked into with a view to reduce the said period
