CETA'S commitment towards the Expanded Public Works Programme ( EPWP)

CETA funds the training for group learnership schemes (labour intensive)

1. Construction Contractor NQF level 2
2. Construction Contractor NQF level 4

CETA's COMMITMENT TOWARDS THE EPWP

• The national target figure for the EPWP is 3000
• CETA has committed R50 million ( of which 10% is for the administration of the EPWP Learnership)

• R 50 million is allocated to the first 750 Learnership Programmes (NQF2 - labour Intensive Construction Constructor and NQF 4- Labour Intensive Construction Supervisor)

• This R50 million is not sufficient to cover 750 Learnership - due to R250 per credit and R250 allowance pmts

The Department of Labour ( DoL) National skills Funding:

The DoL has approved funding for R27.5m. This amount can sustain 250 learners on the learnership programme.

Actual number of registered learners on this programme is 800

Funding has been secured for 1050 learnership agreements

The shortfall that still requires funding is 1950

THE WAY FORWARD

1. CETA provides the actual registered learners with respect to the r50 million and the R37.5 million as indicated above
2. A project proposal will be submitted to NSF fund to fund the remaining 2200
3. The Actual registered learners will be sent to EPWP

CETA STRATEGY TOWARDS A 3000 LEARNER TARGET

• Formulate a communication strategy that will impact on all affected stakeholders involved in the EPWP

• CETA has already communicated to the National Department of Public Works that CETS can continue to register Learnership but cannot guarantee funding

• It is required that CETA register a Learnership but not necessarily commit to funds for the programmes
