  • Adoption of Committee’s Annual Report and entities; report; Committee Programme and discussion on the resolutions taken on international and national study visits
  • Issues about racism on newspapers concerning rugby
  • Issue of separation of Olympics and Paralympics
  • Federations not recognizing the Minister’s presence and even rejecting govt funds are wrong.

The discussion was planned to take place with SARFU to clear out the issues.

  • Briefing by SARU on 2011 World Cup Bid.

- Lack of integration in schools e.g. white vs black. Need to cross the barrier line.

  • Transformation charter should encompass school programmes and clubs and unions should give guarantees of their transformation

 

  • Fully subscribe to transformation and is continuing, but have taken steps back.
  • As long as there are black and white clubs the challenge will always be there and SARFU is not controlling schools but will discuss with DOE and SRSA.

Oversight visit to Free State, Northern Cape and North West

The report has been considered and recommendations effected.

The report has been adopted on 11 August 2005 and published on 12 August 2005. Sent to Free State and North West MEC and HOD offices.

Joint meeting with the Portfolio on Provincial and Local Government; presentation by DPLG and report by SRSA on their plans for the World Cup.

  • Minister raised question of transformation that should have targets and be not voluntary. Tools for transformation are derived from policy documents.
  • Need to evaluate whether targets could be reached and not to be a matter of ambition
  • Need to give understanding of who to look at priorities (issue of MIG) in the local government. Funds for building for sport must not get lost in MIG.

Dept – 2010 WC Financial Measures Bill must be finalized before 15 December 2005.

  • Local Govt. would be called to brief the Committee fully on MIG and IDP priorities.

Briefing by Hall of Fame on achievements by sport heroes.

SARFU could not attend the meeting to brief the Committee on allegations by the media.

  • History of marathon runner who could not be found due to exclusion of sport those days
  • Difficulty in having role models due to lack of reference
  • Serious problems of pride, passion and patriotism by players.
  • Rugby would be invited again.
  • Hall of Fame will come back and give progress report on concerns raised.

    Consideration of Committee Budget

    • The Committee resolved that interaction with people from remote areas when dealing with budget is ideal.
    • Amendments were effected on the Annual Report and adopted.

    • Transformation Charter- how compelling it is to those who don’t compel?
    • To what extent is the department able to regulate SASCOC and how much will be departments’ intervention?
    • Rugby’s attire not manufactured in the country to create more jobs, why?
    • Neglected recreation
  • Charter can form the backbone of legal route to take
  • Proposed legislation will give Minister teeth to intervene when necessary.

    • Issues raised by the Committee were not taken into consideration by Mr. Basson
    • SASCOC raised concern of lack of national plan for sport as a measuring tool.
