- Bloem Water –Bulk services
- Focus on projects implemented on behalf of DWAF and relevant Municipalities in:
- Ukhahlamba District Municipal Area (Eastern Cape)
- Mangaung Local Municipal Area (Free State)
- As Implementing Agent responsible for:
- Preparation of business plans to secure funding and sponsorship
- Procurement of service providers
- Ensure implementation i.t.o guidelines
- Design and quality standards
- Community participation
- Financial control

Herschel Rural Water Supply to Highland Eastern & Palmietfontein Villages (HEP) Phase 1,2 &3
- Scope:
RDP Water supply to 29 villages in the Ghighlands Eastern an Palmietfontein zones in the Herschel District
- Groundwater source development(drilling and testing of boreholes)

Access to Services
- Phase 1(16 HEP villages ) (R28,0mil)
- Serving 28 000 people-completed in AUG 2002
- Phase 2 (5HEP villages) (R15,0 mil)
- Serving 10 200 people –completed in Nov 2004
- Phase 3 ( 8 Pelandaba villages) (R 19,2 mil)
- Serving 19 347 people – still in progress
- Enabling Provision of Free Basic Water
HEP Phase 4 (Sterskpruit Bulk Water Supply)
- Sub-phase 1 (Bulk Refurbishment ) (R12,5)
- Refurbishment of existing pump stations
- Refurbishment of bulk water supply pipelines
- Installation of bulk meters to monitor and control water consumption
- Disconnect unauthorized connections
- Sub-Phase 2(Network refurbishment and Extensions) (R3,1mil currently allocated of anticipated R66 mil requirement)
HEP Phase 4 (Sterkspruit Bulk Water Supply)
- Serving 38 villages
- 25 800 households ( Total population of 155 000 individuals)
- Objective is to assist WSA to provide access to basic services
- Reinstating water to areas without water for up to 7 years
- Enabling & promoting equal water distribution to all
- Refurbishing and extending existing networks to comply to basic level of supply
1.Herschel Area Summary
1.Herschel Rural Water Supply Phase 1to 4
- Commenced in 1998
- Serving 67 villages ( approximately 212 547 people)
- R68,5million (allocated to date)
Recently Extended with:
- R9,2 million under Free Basic Water Programme
- R14 million under 2004/Drought Relief Programme

2. Elundini Area
- Completed 2003/04 Drought Relief Programme (R3mil)
- Source development (18 810 people)
- Rudimentary infrastructure serving 3 villages (2 500 people
- Current 2004/05 Drought Relief Programme (R18 mil)
- Serving 10 villages (16 368 people)
- Application submitted to DPLG on behalf of UkhDM for:
- Further R37 million to serve remaining high priority unserved areas in Tsolo & Mount Fletcher disctricts

3. Botshabelo, Thaba Nchu & Mangaung (R 86,2 mil)
- Implementing agent
- Improving access to water services to 30 395 stands
- Total population of 182 370 individuals
- Serving highest priority areas as identified by Mangaung Local Municipality
- In addition to funding from:
- Department of Water Affairs & Forestry
- Department of Local Government
- Mangaung Local Municipality
- Bloem Water contributed R12 million capital funds towards these services
3. Community Participation
Herschel Rural Water Supply
- Project Steering Committees established for all phases represented by each of the receiving communities or Wards
- Local Labour Desk Officer trained and employed for duration of projects
- Labour intensive construction
- Total labour days on all phases-200 815
- Total salary payments made towards local labour R9,84mil
- On average employing 132 individuals/months
Community Participation
Botshabelo, Thaba Nchu & Mangaung
- Local PSC’s established in the line with Local Municipality requirements
- 31 Community Liaison Officers from local villages employed to date
- 171 249 labour days recorded by local labour
- R6,1 mil paid toward local labour salaries
- Effectively on average providing temporary jobs to 226 individuals / month
Training & Empowerment

- Awareness Campaigns held in all villages/ wards
- 57 Community members trained in social surveys
- 44 PSC members trained in
- Project management Business Plan Preparation
- Conflict resolution Entrepreneurship
- Admin &Finance Tender Procedure
- Total of 1 623 tranee days
- Total accredited Technical trainee days on all projects 2 280
- On –site skills training to 9 504 labourers
- Total training cost R0,5 mil
