SPECIAL DEVELOPMENT CONDITIONS AND LESSONS LEARNED TO DATE
1.Municipalities should have been appointed as developers to implement the programmes instead of them being facilitators in the identification of development areas and beneficiaries. Funds were also supposed to have been transferred into their dedicated accounts on the basis of approved business plans
2.The programmes should have been implemented on an incremental phased developmental basis to allow the formalisation of areas and surveying of the communities to be finalized within the given timeframe.
3.The status of the land designated for the implementation of the programme should have been established. For instance the land that was initially identified for the programme in Polokwane was affected by the land claims lodged with the provincial Office of the Land Claims Commission hence an alternative area, Ext. 44 was later confirmed.
4. The mushrooming of informal settlements resulted in farmers beginning to provided shacks on rental basis, hence the skyrocketing of shacks. Subsequently in Polokwane the municipality intervened by deploying employees to monitor the area to prevent further expansion of the informal settlement.
