REGlSTRATION OF HOUSEHOLDS IN INFORMAL
BACKGROUND
- The priority over the next 5 years is to formalise (services and tenure) all existing informal settlements that are situated on safe, habitable and appropriately designated land
- To assist the Department in planning the informal settlement upgrading programme the Department proceeded to register all households in the informal settlements in Gauteng
REGISTRATION PROCESS
1.The municipalities identified the informal settlements in their area of jurisdiction
2. Obtain high resolution satellite images to identify and ring fence the settlements and do a structures count.
3.Communication to political structures was conducted and the MEC officially launched the project.
4. Communication to communities is done just prior to the registration and is done in conjunction with the Departments Communication, municipality and ward councilors.
5. Registration takes place as follows:
- 5.1 Each shack is marked with a weather resistant bar-coded sticker.
- 5.2 The sticker is scanned and fixed through GPS coordinates making it possible to map the information (10m accuracy)
- 5.3 The household particulars are registered, ID scanned and linked to the specific shack.

STATUS
- By the end of June the Department recorded information in 394 informal settlements
- 112,995 structures
being recorded as locked
- Details of 361,279 households were captured
- If we assume that I family resides in each of the locked shacks, the total potential number of households in informal settlements are 486,491
MAIN FINDINGS
A summary of some of the main findings based on the interim results are as follows:
- Woman headed households with dependants: 90,406
- Single woman without dependants: 50,784 Single men without dependants: 85,706
- Single men with dependants: 66,729
- Married or co-habiting households with dependants: 63,133
- Married or co-habiting households no dependants: 12,417
- Households with a disabled family member: 5,569
- Households indicating that they registered on the 96/97 Housing Waiting List: 39,858
- Households verified against the 96/97 Waiting List:14,893
- Households registered on the Waiting List (not 96/97) (verified): 44,195
- Households previously benefited from housing subsidy: 29,020
- Households with income less than R1 500 per month: 303,273
ACTIONS TO BE UNDERTAKEN
1.Finalise & circulate the final report containing the pertinent detail from the registration process and developing a reporting mechanism to extract the information
2. All the informal settlements to be linked to implementation projects, either in terms of:
2.1 in-situ formalization and upgrading, or
2.2 relocation to a new greenfields development if the informal settlement cannot be formalised or due to densification – relocation takes place to greenfield development

3. Analysis of data and policy (strategy) development for:
- Locked shacks
- Single households
- Beneficiaries that previously benefited from housing subsidies
- New households
4. Ensure adequate control and enforcement by local authorities
Objectives of Pilot Project
- To reach as many households as possible to maximise the programme impact and to achieve the national goal of eradication of informal settlements by 2014
- The focus should be on settlements located in dangerous areas posing a threat to health and safety and areas known to be affected by disasters Projects should further the principle of spatial restructuring and integration
- The projects must be aligned with national priorities such as the current Urban and Rural Development Nodes; and
- The identification of settlements that are threatened with eviction or have been the subject of a Court Judgement to the effect that relocation or upgrading must be undertaken expediently
Pilot Project Implementation
- The General Conditions and other requirements for the registration and funding of the Informal Settlement Upgrading Programme Pilot Projects are set in Chapter 13 of the National Housing Code
- Pilot projects are implemented in three phases, namely;
- Phase 1: Project registration and funding reservation application - Interim Business Plans
- Phase 2: Project initiation
- Phase 3: Project Implementation
Pilot Project - Winnie Mandela Settlement
The Winnie Mandela Project is an in situ upgrading of an informal settlement in terms of the General Conditions for pilot projects as per National Housing Code clause 13.11.2
- Relocation due to de-densification
Background
The Winnie Mandela project is situated North of Tembisa and South of Olifantsfontein within the Ekurhuleni Metropolitan Municipality
The project consists out of the following townships; i.e
- Tswelopele Ext. 5 = 2203 stands
- Tswelopele Ext. 6 = 1358 stands
- Tembisa Ext. 23 = 2323 stands
- Tembisa Ext. 24 = 2575 stands
History
The area was invaded during 1996 up to 1998. Currently approximately 11,500 families reside in the settlement
To address the settlement an agreement was entered into between the Department & the erstwhile Khayalami Metropolitan Council
Due to the presence of dolomite, only 8459 residential stands could be
Work carried out on the Winnie Mandela project was done through an Incremental approach in two stages namely:
- Services installed and the provision of security of tenure as stage 1
- Construction of top structures as stage 2
Current Status
All the four townships were provided with basic services:
- Installation of water and sewer reticulation and construction of toilet structures
- Main roads surfaced / gravel roads to residential stands
- Certain areas within the project provided with electricity
Current Status – Status
- Construction of roads / tarred main routes
- Flood control in flood areas
- Construction of Civic Centre consisting of:
- Pay point
- Community Hall
- Clinic
- Community call centre
- Electrification of portion of projec
- Construction of transformer station
- K27 route and Madiba road / Construction of link road
- An agreement with Ekurhuleni Metro has been signed for the construction of houses. Funding has been allocated for 1000 houses in 2005/06.
Beneficiary Administration

- To date 8075 beneficiaries have been approved
Tembisa Ext 23 and 24: The Ekurhuleni Metropolitan Municipality is currently in the process of finalizing the transfers as the township register has been opened
- Tswelopele Ext 5 and Ext 6: Transfers
Phase 1: Proiect Administration and funding reservation application Interim Business Plan
The following work is in process or have been completed:
- The compilation of the interim business plan to enable the MEC to consider and to reserve funding for the social & economic amenities Four neighboring projects have been identified and approved by the MEC to accommodate the overflow of the + 3 000 families and these areas are;
- Esselen Park Greenfields (1250 stands)
- Esselen Park Sub-divisions (295 stands)
- Esselen Park Extensions 1-4(1110 stands)
- Old Mutual Land (670 stands)
Phase 2: Project Initiation
- In terms of clause 13.11.4.2 of the National Housing Code, the following activities must be undertaken;
- The Acquisition of land where the land is to be developed in private ownership. Not necessary for the Winnie Mandela Project as these land has already been transferred into the name of the Metro
- Survey and registration of households - this activity for the Winnie Mandela Project has already been done by the Provincial Department
- The conclusion of the agreement between the Municipality and the community. This agreement must still be concluded.
Phase 2: Project Initiation - continues
- The in-principle enrollment with the NHBRC in progress
- Install interim services - not required for the Winnie Mandela Project as services have been installed
- Pre-planning studies to determine geotechnical conditions and environmental assessment - this was done for the Winnie Mandela Project as well as on the projects receiving the relocations
Phase 3: Project Implementation
- Submission of final Business Plan for approval by the MEC expected by end October.
- Strategy for relocation has been compiled and relocations already in progress
- The agreement for the consolidation of the house construction has been concluded with Ekurhuleni and is being planned for implemented.
Due to the current advanced development status of the Winnie Mandela Pilot Project as an "In-situ upgrading of an informal settlement " project , rapid results can be obtained in achieving the objective of Spatial Reconstruction and Integration
