PROGRESS REPORT TO THE SELECT COMMITTEE ON SECURITY BREACH AT PRETORIA CLOSE MAXIMUM SECURITY CENTRE. 11 AUGUST 2005
1. PURPOSE
The purpose of this report is to highlight progress made since the security breach on Sunday, 7 November 2004 in Pretoria C-Max.
2. PROGRESS
2.1 INVESTIGATIONS
Two officials were implicated and both were charged internally and externally. Mr. Msibi was dismissed on 2005.05.06 and lodged an appeal which will be heard on 23 and 24 August 2005. On Mr. Msibi's case the Director of Public Prosecutions declined to prosecute.
Mr. Makhubela was dismissed on 2005.07.13. He lodged an appeal on 2005.07.14. There is no date for his appeal hearing yet as preparations are underway.
Mr. Makhubela was also charged externally by the SAPS and the case is still pending.
3. PROFILE SCREENING OF PERSONNEL
PTA CMAX had 133 correctional officials in November 2004. All the correctional officials were screened. A total of 95 officials are presently working at CMAX after others were redeployed or resigned.
4. SECURITY MEASURES 4.1 T RANSFER OF INMATES
A total number of eighty-six inmates (86) were transferred from PTA C-Max to Ebhongweni Correctional Centre in Kokstad. Seventy (70) were transferred to different Correctional Centres as they were not candidates for Ebhongweni Correctional Centre e.g. those who were transferred from other Centres to C-Max for minor offences. Those who remained at C-Max were left there because of the following:
- They were cleaners,
- They were psychiatric patients,
- They had further charges and
- They were unsentenced
4.2 I MPLEMENTATION OF SECURITY MEASURES
- The Emergency Support Team (EST) is placed at the access control gate at C-Max to conduct searching.
- These EST members are not on the post establishment of C-Max and they are rotated in order to avoid being too familiar with the entire personnel at C-Max.
- The bagless society has been fully implemented.
- As a direct result of the security measures the following has been achieved:
- A female visitor was caught hiding a cellphone in her underwear and was charged externally where she paid a R1000 admission of guilt fin
- Another female visitor was caught trying to smuggle phone cards in the Centre which she hid in the false bottom of her bag.
4.3 SECURI TY EQUIPMENT
- A contract has been awarded to Sondolo IT Company for the installation of access control body scanning system with CCTV coverage.
- Technicians have already visited the site for identification of installation areas and measurements of those installations thus installation of CCTV cameras will commence on 15 August 2005 and will be finalized before 31 March 2006.
- There is a 24 hour patrol by armed officials on the catwalk.
- All five tower posts are manned by armed officials at all times.
- Inmates are not allowed outside the secured area un-restrained.
- Locks on grilles were changed.
- Items such as car keys, cellphones and unauthorized articles are not allowed in the Centre.
- Contact visits were stopped because they were posing a serious security risk.
- Visits are being monitored continuously.
- C-Max personnel are placed at the main visiting area located at the access control gate for searching of visitors to C-Max and officials at all times.
- All visitors, including officials not working at C-Max, are being escorted into the Centre by the EST members.
- Food parcels and clothes for the awaiting trial detainees are thoroughly searched and placed through the scanner.
5. CURRENT STATUS
- There are currently 95 officials and 96 inmates of which 32 are awaiting trial and 64 are sentenced.
5. CONCLUSION
Measures put in place as indicated above appear to be effective and are closely monitored by the management team. All developments that are identified to be a threat to security are dealt with immediately.
