The Department’s Role within the Social Cluster Contextualised

Department’s Role Social Cluster

The role of the Department is three fold:

Leadership , specific interventions and oversight

1)Leadership role covers the areas of the Department’s DG serves as the Co- Chair of the Social Cluster

Leads the Technical Task Teams regarding the comprehensive social security system and early childhood development.

Specific Interventions

• Department focuses on social interventions that aim to improve the plight of vulnerable people
• Interventions augment those by the Depart . of Health i.t.o HIV and AIDS
• Includes coordination of care through Home Community Based Care , provision of nutrition , counseling and support and food supplements

Policy and program Oversight

• With other Departments ,we ensure oversight of implementation of policy priorities
• Contribute to Extended Public Works Program (EPWP) focuses on infrastructure & capacity related to HCBC and ECD
• Integrated Food Security Strategy (IFSS)
• Coordinates of Task Team Comprehensive Social Security Social Health Insurance
• Contributes to integrated Sustainable Rural Development Program & the Urban Renewal Program (URP)

HOME COMMUNITY BASED CARE

ROLE OF DIFFERENT DEPARTMENTS WITHN SECTOR

• The National Integrated Plan : makes provision for roles of Departments of Health , Education and Social Development regarding HCBC.
• Department of Health : Home based care , VCT, PMTCT,ARV treatment support
• Department of Social Development: Psychosocial Support
• Department of Education : Life Skills Program , Nutrition program.

HCBC STRATEGIES

• Strengthen and support the capacity of families to protect and care for their own
• Mobilise and strengthen community –based responses for the care , support and protection of orphans and other children made vulnerable by HIV and AIDS
• Ensuring that legislation , policy , strategies & programs are in place to protect the most vulnerable children
• Assure access for orphans and children made vulnerable by HIV and AIDS to essential services,
• Engage other partners including business to play an active role to alleviate the plight of OVC

COORDINATED ACTION FOR CHILDREN :GOALS

• Ensure coordination between all stakeholders (government and non-government) occur at all levels to effect action that will realize the rights of children that are affected by HIV and AIDS.
• Share information regarding issues and programmes to realize the rights of children affected by HIV and AIDS
• Promote active collaboration between stakeholders to improve services and programmes that will ensure that the rights of all children affected by HIV and AIDS are realized.
• Create a platform for advocacy

• Through the HCHC program government provides comprehensive health and social services through formal and informal caregivers
• Support enables the individual , family and community to have access to services nearest to home,
• Encourages participation by the community , responds to their needs and encourages Ubuntu
• Standardization of procedures to optimize service delivery and referrals
• Monitoring and evaluation

Funding and Conditional Grants

• Funding of programs are: equitable share allocation , conditional grants and Donors:

1. Provincial equitable share allocation provides funding, but the extent varies amongst provinces.
2. Conditional Grant funding has doubled over the last two years from R65million to R138 million
3. NGO support in terms of Policy on Financial Award for all services on HIV/AIDS
4. Donor funding through a number of channels and the quantum has not been fully costed

CONDITIONAL GRANT ALLOCATION

ESSENTIAL SERVICES

• Early identification of children and families in need and designing appropriate interventions

• Addressing the needs of child-headed households

• Facilitate access to documents for social grants

• Linking families and caregivers with poverty alleviation programmes

• Psychological support for children, adults and families

• Provision of food parcels and food supplements to families, in drop-in centres, etc

• Training of caregivers(skills development)

• Memory boxes for children and their families

• Establishment of child care forums and other support groups

Over view of Spending

• Spending in the last year considered commendable

• The doubling of amount for this year means provinces must expedite capacity

• Monitoring requirement involve submission of reports to national on a monthly and quarterly basis

• These do reflect an increase in coverage

• NGOs send monthly to District of the department

WELFARE FINANCES SERVICES DELIVERY MODEL

• The Dept. faces a number of challenges of which interrelated , inter-sectoral and integrated service delivery is key.

• Collaboration between government , NGOs, private and business sector is necessary to ensure service integration .

• The Dept. develop the Policy on the Service Delivery Model for developmental social services (SDM) as well as Financial Awards (PFA) to service providers

KEY THRUST OF THE MODEL

• There is recognition that the current models and structures of social service provision do not adequately meet the needs of society.

• In response to the inadequacy ,especially in coverage, a comprehensive new Service Delivery Model for developmental social services has been developed and approved by MINMEC.

• The main goals of the new delivery model are to meet the demand for social services through:

• Equity

• Equal service provision

• Efficiency and Effectiveness in delivery

• Integration

Developing the model

• Through developing the model we determined and defined the basket of social services.

• We are developing appropriate norms & standards.

• We have assessed what the current coverage of service provision is

• Having determined the current level of provision, we are now better placed to say what the gap is

• We are now defining what it is that each of the three spheres of government should provide for, and what it is that civil society will provide

Given that women and children constitute the majority of vulnerable persons, the services would in the main be targeted at them if the equity and effectiveness goals are to be met.

Implementing the Equity goals

• Provinces and NGOs provide according to resource availability

• therefore richer provinces and well established NGOs have been doing better and provide more,

• We will address this based on the demand for services and therefore review the current demand and redirect funding to NGOs

• This means an equitable share formula must be implemented by Treasury

• Explicit norms for funding will direct funding to NGOs that meet the Department’s development objectives and will be based on the needs of people

• The norms and standards will define what should be provided , how it should be provided and when it should be provided

• It aims to ensure that irrespective of ones status, and placed of residence , we need to ensure that people in the poorer provinces should have

• Equal access to social workers,

• Distance to travel for social services

• The same waiting times though the processes of providing services

Efficiency & Effectiveness goal

• By defining who should be providing what service , delivery will be more efficient by ensuring the best placed and more efficient

• We therefore will determine and categorize the delivery agents as:

- One of the spheres of government,

- or between government and NGOs

• There are services that NGOs provide at a lower cost and therefore government may need to scale its provision down and support NGOs.

• For this purpose and in line with the Minister ‘s commitment, funding for NGOs will increase significantly over the MTEF

Integration

• Prevention and Protection Services: prevention of gender based violence; women empowerment and development services; elimination of discrimination against women, promotion of girl child programmes; prevention of trafficking in human bodies; education and training.

• Mental Health Promotion : recreation , services to perpetrators of domestic violence counselling services.

• Continuing Care Services: establishment and management of shelter for abused women.

CURRENT STATUS : FUNDING OF SOCIAL WELFARE SERVICES

• Financial Awards to services providers (PFA) & SDM recognize and acknowledge joint provision of services by government and NGO sector

• There is however inadequate resources allocation to NGOs , whose services cost less than those of government

• There is significant variations in the costing of services across the country

• The policy proposes measures to promote transformation to ensure equitable distribution of services

INTERVENTIONS

• Improve capacity to monitor and review services in accordance with societal needs.

• Realistically determine and provide resources to achieve the goals of social development

• Implement the national programme costing models to ensure uniformity and parity of service delivery in the country

• Implement SDM and PFA to serve as baseline for standardization and motivation of adequate resource provision.

• Improve welfare funding will lead to comprehensive, coordinated package and quality service provision for the recipients of social services

• Implement of SDM and PFA will improve welfare funding and facilitate closer working relationship between the department and the NGO sector.

GENDER MAINSTREAMING

GUIDELINES

• Gender mainstreaming guidelines for the department developed and approved by Exco

• Guidelines meant to assist national and provincial managers to integrate gender issues in their activities

• Monitoring and audit tools are used to measure compliance with the National Gender Policy

• Workshop planned on 15 and 16 August by Deputy Minister to give feedback on Beijing +10, and to obtain buy-in from provincial heads to facilitate development of provincial gender-action plans

• National department is providing training to provinces on all international instrument and obligations and their applications in the department

• Provinces cascading training to lower level managers

• Regular training offered by University of Pretoria attended by department officials regarding gender mainstreaming

QUEENS PROJECTS

• GFP facilitated development of Queens partnership concept document in social services delivery and their empowerment

• Department a member of the Social Development Committee and reports on progress and challenges facing the queens

• The department held a national queens conference to define partnership in terms of service delivery

INSTITUTIONAL MECHANISMS

• Department gender forum established in 2004 to coordinate activites between national and provincial Department of Social Development

• GFP is at Director level and located in the Office of the Director -General

• GFP at provincial level are located at either MECs office or the Policy Chief Directors in all gender related for a as necessary
