CROSSING-THE-FLOOR

Allocations to which political party is entitled payable in four equal instalments – first instalment payable within four weeks of the beginning of a financial year (Reg 5(1))

First instalment (25% of total amount of funding published in terms of Reg 2(1)) payable 1 to 30 April (Reg 5(1))
Second instalment (25% of total amount of funding) payable 1 to 31 July (Reg 5(1))

1 September
Party A Members crossing to other political parties (minimum of 10% members must cross (Item 2(1) of Schedule 6A))- party does not have to repay to the IEC the unspent balances of moneys allocated to it.

15 September
Speakers must within 7 days after window for crossing (on or before 22 Sept) publish the number of seats allocated to parties - item 5(3) of Schedule 6A

Electoral Commission must within 10 days after 22 September distribute 50% of total amount of funding to political parties - redistributed allocations payable in two equal instalments (new Reg 5(4)(a) and (b))


First re-allocated instalment (25% of remaining 50% of total amount of funding) payable 1 to 15 October (new Reg 5(4)(b))

Second re-allocated instalment (25% of remaining 50% of total amount of funding) payable 1 to 15 January (new Reg 5(4)(b))

MERGER WITH NEW PARTY

Allocations to which political party is entitled payable in four equal instalments – first instalment payable within four weeks of the beginning of a financial year (Reg 5(1))

First instalment (25% of total amount of funding published in terms of Reg 2(1)) payable 1 to 30 April (Reg 5(1))

Second instalment (25% of total amount of funding) payable I to 31 July (Reg 5(1))

1 September
Party A (Existing Party)- Existing party merging with a new party must repay the unspent balances of moneys allocated to it to the IEC (see also new Reg 5(3)(a).

Party B (New Party)- Must comply with requirements of Act before unspent balances of Existing Party could be paid over to it by the IEC.

Electoral Commission- The EC must pay the unspent balances of moneys received from Existing Party over to the New Party (new Reg 5(3)(b)

SUBDIVISION - NO CONTINUED REPRESENTATION

Allocations to which political party is entitled payable in four equal instalments – first instalment payable within four weeks of the beginning of a financial year (Reg 5(1))

First instalment (25% of total amount of funding published in terms of Reg 2(1)) payable 1 to 30 April (Reg 5(1))

Second instalment (25% of total amount of funding) payable I to 31 July (Reg 5(1))

Existing Party (Original Party) Subdivides into more than one subdivision. (A,B and C)

Unspent Balances If no subdivision continues to represent the Original Party, the party must repay the unspent balances of moneys allocated to the IEC.

Electoral Commission

Unspent balances of moneys received from the Original Party become part of the total amount of funding for the next financial year - will be distributed amongst all qualifying political parties.

15 September

Second instalment (25% of total amount of funding) payable 1 to 31 July (Reg 5(1)).

Party A (Existing Party) Existing party merging with another existing party does not have to repay the unspent balances of moneys allocated to it to the IEC.

Party B (Existing Party) Party B must continue to qualify for the allocation of moneys in order to be able to utilise unspent balances of Party A.

Unspent Balances Unspent balances of moneys allocated to Party A will be carried over to Party B.

Existing Party (Original Party) " Subdivides into more than one subdivision (A, B and C).

Unspent Balances If any subdivision of the Original Party continues to represent that party and to qualify for the allocation of money, the Original Party does not have to repay the unspent balances of moneys allocated it to the IEC.
