SUBJECT: ADJUSTMENT OF THE REMUNERATION LEVELS; SERVICE BENEFIT PACKAGES FOR OFFICE BEARERS OF CERTAIN . STATUTORY AND OTHER INSTITUTIONS


The Minister of Finance has approved a 6% cost-of living adjustment to the remuneration levels of office bearers of statutory bodies and institutions according to the conversion key (Annexure A) and particulars as set out in paragraph 2 supra. The remuneration adjustment is subject to the approval of the Minister before implementation. National Treasury has furthermore indicated that funds for inflation-related increases in expenditure for 2004/05 have been made available and were allocated to Departments.

Except for the Human Rights Commission and the Commission on Gender Equality, the acts that regulate remuneration for the various institutions provide for determination of the remuneration packages either in consultation or with the concurrence of the Minister of Finance.
Section 13(1) of the Human Rights Commission Act, 1994 (Act 54 of 1994) provides that the remuneration, allowances and other terms and conditions of the office and service benefits of full-time and part-time members of the Commission shall be determined by the President in consultation with Cabinet and the Minister of Finance, whilst Section 8(1) of the Commission on Gender Equality, 1996 (Act 39 of 1996) provides that the remuneration, allowances and other terms and conditions of office and services benefits of full-time and part-time members of the Commission shall be determined by the President

9. In view of the above-mentioned the following actions need to be taken:
Approval of the revised remuneration structures set out in paragraphs 3 to 6 except that of the Human Rights Commission and the Commission on Gender Equality.

evaluating the work done by the office-bearers and agreeing to the improvements,

minutes in the cover.
