BILATERAL AIR SERVICES AGREEMENT BETWEEN THE REPUBLIC OF SOUTH AFRICA AND THE GREAT SOCIALIST PEOPLE'S LIBYAN ARAB JAMAHlRIYA

EXPLANATORY MEMORANDUM


Bilateral Air Services Agreement between the Government of the Republic of South Africa an< the Great Socialist People's Libyan Arab Jamahiriya was negotiated during the period 28 - 3' August 2002 in Tripoli.


The Agreement was subsequently signed in Tripoli on 9 March 2005 by Jeff Radebe, the Minister of Transport, for the Government of the Republic of South Africa and Doctor Sidiq, the Secretary General People's Committee for Transport, for the Great Socialist People's Libyan Arab Jamahiriya. Authorisation therefor was obtained from the President in terms of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996).


The objective of this Agreement is to create a formal framework for the establishment o scheduled international air services between and beyond Libya and South Africa. As the Agreement falls within the framework of the provisions of Section 231 (3) of the Constitution of the Republic of South Africa (Act 108 of 1996), the Agreement is hereby submitted for tabling in Parliament.
