PORTFOLIO COMMITTEE ON PUBLIC SERVICE & ADMINISTRATION: ANNUAL REPORT

  1. NAME OF COMMITTEE:
  2. The Portfolio Committee on Public Service & Administration as established in terms of Rule 199 of the Rules of the National Assembly (Issued 06/1999 with 2nd edition 01/2000 and 3rd edition 10/2002).

    Chairperson: Mr P J Gomomo, a Member of the ANC and of Parliament, was elected the Chairperson of the Portfolio Committee on Public Service & Administration of the current Parliament with effect from 11 May 2004.

    Formation of the Committee: The Portfolio Committee is composed of 17 full members representing 10 members from the ANC, 2 DA, 1 IFP, 1 ID, 1 NNP, 1 UCDP and 1 UDM (ATC of Tues, 11 May 2004: ATC No.4).

     

  3. MANDATE OF THE COMMITTEE:

It is the mandate of the National Assembly and the Portfolio Committee in this case, to consider, pass or amend any legislation before it. It is the function of the Portfolio Committee to maintain oversight of all executive organs of state, government Departments and see to it that they are accountable.

A Portfolio Committee must deal with bills and matters falling within its ambit as referred to it in terms of the Constitution, Legislation, the National Assembly Rule, the Joint Rules of Parliament or by the resolution of the National Assembly.

  1. CHAIRPERSON’S OVERVIEW:
  2. The Committee operated according to its programme, but under challenging circumstances arising from Parliament’s finance support, programming inconsistencies, tight management of oversight visits and inconsistent attendance of Committee members apparently due to multiple deployments to committees that result in schedule clashes.

     

  3. CORE OBJECTIVES:

The Objectives of the Committee are to perform all the tasks required of a Parliamentary Committee in a democratic South Africa. The core functions include:

          1. International Agreements and Protocols:

      United Nations Convention against Corruption: The Committee recommended the ratification of this Convention on 8 September 2004 and submitted such to the National Assembly, which was approved by Parliament on 14 September 2004.

        2. The Committee was briefed on and considered the Budget Votes of all departments that report to it as follows:

          1. Department of Public Service and Administration Vote 10 – (ATC No. 28 of 21/6/04)
          2. Public Service Commission Vote 11 – (ATC No. 28 of 21/6/04)
          3. South African Management Development Institute Vote 12 – (ATC No. 28 of 21/6/04)

 

4.2.2 International / National Visits:

The Committee sent a delegation of three members and a staff member to attend Commonwealth Association of Public Administration and Management (CAPAM) 10th Biennial Conference in Singapore on 23 – 27 October 2004.

Budget allocated to Committee: R445 158.00

Expenditure:

Provincial Visits: R49 380.00

Overseas Trips: R108 961.00

Conferences R 12 000.00

Total Expenditure: R181 323.90

Addendum:

The Committee is concerned about the spending pattern as it is very unlikely that it will be able to spend the entire budget by the end of the financial year. This is a result of the bureaucracy problems and other challenges as highlighted in the chairperson’s overview. This situation is unacceptable.

 

7. OUTSTANDING MATTERS:

The Committee considered the following matters to be ongoing and expressed the wish for them to be taken up by the

beginning of 2005:

FORMAL ADOPTION OF ANNUAL REPORT BY THE COMMITTEE

The Committee decided to adopt the annual report at the beginning of 2005.
