GAUTENG PROVINCE: INPUTS FOR PORTFOLIO COMMITTEE ON HOME AFFAIRS MEETING 9-11 MARCH 2005

1. The two previous Gauteng regions have been combined under one Province, which is headed by a Provincial Manager. The Provinces endeavours to deliver a world class service to it's citizens as well as foreigners. Home Affairs offices are situated in all the large cities and though there is a need to open offices in the disadvantage areas most of the offices are in good state. In some areas like Pretoria and Johannesburg to mention a few, there is a need to build new offices. Critical areas will include Atteridgeville, Alexander and Mamelodi as most of the clients and officials come from these townships. Soweto with its vastnest area cannot be serviced from one office, which is a distance from surrounding townships. There is a need to build two extra offices to cover the disadvantaged communities.


There is also a need to relocate some service points as some do not address the needs of our clients e.g. it will be better to have a service point in Cullinan, a service point in Diepsloot rather than mobile units. The management team of the province is currently attending a workshop to look at the current situation with regard to whether the situations of our offices meet the requirements of our clients.


With regard to IT requirements, all the office in the province have been computerised and e-mail facilities are available. There is a need to acquire additional computers for fully-fledged service points as well as hospitals and clinics where birth registration take place.


The province has already employed 101 interns to work in our office with the purpose of employing them once vacant posts become available. These interns have been put under strict supervision of experience mentors.


With regard to resources the province has 157 vacant posts, 113 of these are in process of being filled. The most critical vacancies are at Johannesburg International Airport. The DDG:NIB and Human Resources are currently in the process of advertising 55 posts for Immigration at Johannesburg International Airport but these Immigration trainees will undergo proper training before they are absorbed in the Department.


Gauteng offices are currently working flexi hours and they also serve the public on Saturdays as well flexi h9ours are from 07H30 in the morning to 17HOO in the afternoon. We also operate from 08HOO in the morning to 13h00 on Saturdays we have also introduced teams that will visit area like Protea South Dobsonville etc to provide service to clients on Saturday.


This exercise will help us with the strategic issues that will determine whether there is a need to have a permanent point in these areas. Migration Component of Market Street has been moved to Johannesburg Regional office. This in line with control measure to ensure that all permits are handled at Regional offices only. This also reduced the level of complaints and corruption. We have already introduced harsh disciplinary action against officials involved in corruption. Suspension and dismissals have already taken place at Johannesburg International Airport and Germiston Office.
