IMPLICATIONS OF THE STATE OF THE NATION ADDRESS TO THE PUBLIC WORKS DEPARTMENT

Five CRITICAL ISSUES

· The need to confirm government and clarify the role of Public Works in Government

· Need to align planning, budgeting, capacity and national priorities

· Need to clarify the implications of dual responsibility between different departments and spheres of government

· Need to implement a service delivery improvement programme (SDIP)

· Need to formalise the relationship between Public Works and client departments

Specific Tasks for DPW
· Accelerate broad based Black Economic empowerment

· Accelerating transformation to improve service delivery

· Accelerate implementation of the EPWP

· Children learning under trees

Provision of flexible services and SDIP

· Advisory services to client departments - assist client departments with both service delivery planning and

infrastructure planning.

· SDIP and implementation - act as an implementing agent for client departments.

· The SDIP components are: customer relationship management, management of core facilities management services, project and contract management informed by a co-planning process between the and client departments.

· To succeed a focused human resource development plan is required that will deliver the technical skills competency that is needed.

Way forward

· National Dept of Public Works must assume leadership role in areas such as:

· Improving service delivery

· skills shortages

· implementation of national priorities and programmes

· role-clarification

· joint planning with client departments

· identifying red-tape and other blockages which hinder service delivery

Need to confirm and clarify the role of DPW's by national and provincial governments
