SUBMISSION OF PROGRESS REPORT ON ELUNDINI SECTION 139 INTERVENTION AND REQUEST FOR FURTHER EXTENSION TO 30 APRIL 2005

The purpose of this correspondence is to update the Honourable Chairperson on progress of my intervention and to request a farther extension of the intervention to April 2005.


I, acting upon the instruction of the Provincial Executive Council of the Province of Eastern Cape, intervened at Elundini Local Municipality on 15 October 2004 in terms section 139 of the Constitution of the Republic of South Aftica,1996(Act No.108 1996) as amended by section 4 of Act No. 3 of 2003.


The intervention was, however, only limited in scope in that I had only assumed responsibility for two functions; namely. Financial Management and Corporate Services of which the latter incorporates General Administration and Human Resources. The intervention was set to last for an initial period of three months subjects to reviewal.


Although this intervention is three months old, there remains a number of issues that need to be addressed. The reason why so little has been achieved in the first three months can be attributed to the lack of by-in by officials and their reluctance to participate in turning the situation around. Councillors have shown very little interest in municipal affairs.


The department has already convened meetings with the staff of both Elundini Local Municipality and Ukhahlamba District Municipality.


The three months extension is requested by the department to ensure that the objectives of the intervention are achieved and sustained.
