The Committee seeks to put provincial interests in the conduct of its business at National Parliament.
4. Core Objectives
The priority areas for the Committee is the set of objectives identified for the ongoing business of the Committee as derived from its mission.
The priority areas of the Committee are as follows:
Core Objective 1: Process, scrutinize and pass new legislation
Core Objective 2: To amend legislation as and when necessary.
Core Objective 3: To facilitate oversight functions over parastatals client/ stakeholders in the executive.
Core Objective 4: To facilitate oversight functions to the above clients through, amongst other things, annual reports, budget briefings.
Core Objective 5: To assess readiness of the provinces in terms of information technology (two focus areas per year).
Core Objective 6: To facilitate oversight functions over the risks in working environments specific to the Committee.

2. Conduct oversight 2.1 Skills Development Act: SETAs

3. Process reports 3.1 To monitor progress on the development of detailed and enhanced investment plans of the state-owned enterprises. 3.2 To monitor progress made by Spoornet in realising 30% freight increase ove rthe course of the next 5 years and assess whether the Rail Commuter Corporation has invested R220 million in the 2004/05 financial year to improve commuter transport and safety. 3.3 To ensure that the first Regional Electricity Distributors are operational. To ensure that every household will have access to electricity in the next 8 years.
3.4 To monitor the process of restructuring the ports to bring new investments and to lower the costs of moving imports and exports. 3.5 To ensure that the final decision on the second National Telecommunications Operator is taken to facilitate development and competition in this sector. To ensure that modern information and communication technologies are introduced are introduced in development nodes to assist in developmental and governance efforts.
3.6 To ensure that the King Shaka International Airport and freight terminal is registered as a public-private partnership. To ensure that construction is commenced after an agreement is reached by the Airports Company over land usage in the negotiations. 3.7 To ensure that public access to government is improved upon by launching the Batho Pele Gateway Portal so as to streamline government services on-line. To monitor whether there are 60 MPCCs by the end of 2004. To monitor the improvement of public access to government services by refining the imbizos programme. |

Invite the Department of Public Enterprises to report on progress made in this regard. Follow up action to be determined pursuant to this.
Committee will receive reports and to be briefed on the mechanisms in place to have effective Regional Electricity Distributors and progress made with regard to ensuring that every household will have access to electricity within 8 years. Committee to receive report from and be briefed by the Department of Public Enterprises on ports restructuring plans.
Invite the Department and the relevant stakeholders to brief the committee on progress made in this regard.
The Committee to invite Transnet to report on progress in this regard.
GCIS to report on progress regarding the Batho Pele Gateway, MPCCs and refining the imbizo programme. |
