During the NCOP week in September 2 004 the Provincial Portfolio Committee on Local Government and Housing, accompanied by the Free State NCOP Permanent Delegates, visited the Moqhaka Municipality in order to investigate ongoing reports about problems there. Meetings were held with the stakeholders and a report that was compiled was subsequently tabled before, and approved by the Free State Legislature.

We are at a point now where both the MEC for Local Government and Housing, as well as the Municipal Manager are expected to submit reports to the Free State Legislature regarding progress, if any, that has been made since the visit in September.

In the light of the above I am of the opinion that it will be ill advised for the Portfolio Committee to take part in the intended visit before planned and agreed follow up steps on the September visit are concluded.

INVITATION TO A STRATEGIC PLANNING SESSION OF THE PORTFOLIO COMMITTEE ON PUBLIC SERVICE AND ADMINISTRATION: PROTEA HOTEL, STELLENBOSCH ON 23-25 FEBRUARY 2005.

The Portfolio Committee on Public Service and Administration will be holding its annual Strategic Planning Session on the date and venue mentioned above. The Chairperson and the Committee members invite the Select Committee to be part of this session.

The Portfolio Committee hereby introduces the Steering Committee, which will prepare for this Strategic Planning Session. The main business of this Steering Committee will be to:

• Decide on logistical and content issues of the Planning Session

• Consolidate debates from the Planning Session into a program of action for the Portfolio Committee for 2005/6

• Immediately dissolve with the end of the Planning Session

Accordingly, the Committee calls on the Select Committee to appoint members that will serve on the Steering Committee.

The Steering Committee will hold its next preparation meeting on Thursday, 03 February 2005. Attached is the notice of this meeting.
