Dear Speaker

You shall recall that your municipality has been having problems both at political and administrative level. The problems have resulted in near paralysis of community participation and ultimately service delivery. As a department we have interacted with your municipality both at political and administrative level and we have therefore reached the conclusion that I should intervene in a targeted manner in terms of Section 139 (1) (b) of the Constitution of the Republic of South Africa, Act 108 of 1996 as amended. The targeted areas of this intervention are Corporate and Financial Services.

In terms of this intervention the Municipal Manager and the Chief Financial Officer will report directly to the Head of Department who will perform the responsibility of Administrator. These two officials together with a Departmental Team will draft a turnaround strategy within 14 days of the intervention date. The Speaker is thus requested to convene a special council meeting on the 15^th October 2004 where I will formalise the intervention.

Annexed hereto are broad parameters for the intervention within Corporate and Finance Services.

Develop a turnaround strategy for Elundini Local Municipality that will incorporate an action plan which will focus on the following broad parameters:

• Review of organogram;
• Conduct of skills audit to ensure proper placement of staff,
• Assist with rationalisation of policies and by-laws focusing on critical HR policies as short term measure;
• Address major infrastructural backlogs that characterise both urban and rural communities of Elundini Local Municipality with specific focus on water and sanitation;
• Creation of clean and healthy environment through the improvement of refuse removal services;
• Promote meaningful involvement and empowerment of communities in various areas in relation to social and economic development of the municipality as a whole;
• Meaningful promotion of Batho Pele principles with a clear communication strategy which will endeavour to lessen the number of petitions, promote the voice of the wards through issues such as the demarcation processes. delimitation of wards, elections, etc;
• Assist in the eradication of the bucket system in concert with Ukhahlamba District Municipality.

• Ensure that statutory timelines for the submission of annual financial statements are met,
• Ensure that credit control and debt collection policies are in place and implemented:
• Ensure that council responds to the reports of the Auditor General;
• Presentation of the financial position of the municipality to communities;
• Ensure that budget, powers and functions, organogram are linked with IDP:
• Ensure that indigent policy and the free basic services are in place and properly monitored
