THE PRINCIPLE APPLICATION OF SOCIAL HOUSING:

Perhaps SHI's perceptions give a different meaning to the concept as projected in the Method of application. In certain provinces one find that Social Housing is slowly gathering momentum, and in others such as the Western Cape, are lacking behind but never-the-less backed up by housing institutions established within local government structures. Whether this has a negative impact on emerging Social Housing Institutions in this region or local community SHIs exhausting every means to access this arena including, the engagement of political influence, probably require further investigation, or legislative and regulatory mechanisms that would give guidance to this experience.


Our assumption in this whole exercise is then focused on how statutory housing assistance and support structures such as SHF,NHFC etc. give effect to their budget allocations across all provinces in the country. If such budget allocations vary in size according to established and managing stock" SHIs in a particular province, it means that emerging local community SHIs [especially in the Western Cape] other than a few cooperatives, would take much longer, if at all, to become established or "established with stock" as such limited budget allocation to the province would first be focused or directed at local government "partnered" SHIs to contain their sustainability, probably exhausting the "capacity building grants and loan funding set aside for emerging institutions in such budget allocations, resulting in possible depletion of potential emerging SHIs who have spend a good deal of money and sweat hours to become an established housing institution.


All of the above should never-the-less not be confused with our total comfort and ease that we find in complying with the SHF criteria, legislation and regulatory application process determined for the establishing of Social Housing Institutions, and their continuous efforts through social housing institutions to ultimately address the delivery of housing effectively and efficiently. However, in our view we than believe that a properly justified budget allocation would give effect to an efficient service provision by the SHF.


THE TARGET MARKET:

Accommodating end user beneficiaries and non beneficiaries has no racial or discrimination boundaries and is based purely on affordability. This is minimize company risks, who in fact is a registered PTY ltd company for profit making.


The situation we face in the rent, and rent to buy tenure option, is not so much on how we accommodate the domestic community, but more concentrated on our foreign community, eg: Nigeria, Somalia, Pakistan and other neighboring states who frequent our country for longer than a year at times and/or is here by refugee charter status. The foreign community at times become a better paying tenant which is good for the housing institution. However, we need to find some kind of policy guideline or mechanism that legislate and regulate a suitable application access to institutional housing by such communities as institutions need to ensure that rental units are occupied at all times. Our lack of understanding our foreign policy as a local community SHI adds further to a number of knowledge our staff components need to acquire enabling them to manage competently the administration of the SHI which in turn lead to an efficient and affective rental/occupation management application.

SOCIAL HOUSING INSTITUTIONS:

Almost all SHIs emerged and/or is established, because it's board members come with a housing Management background [and this include South Cape Social Housing Association] and had an opportunity to further develop their knowledge and understanding through SHF workshops, programs

and other educational material. In the case of a Municipality partnered SHI, we find that it is easy and cost effective in terms of the municipal capacity, to educate and train the staff component of its housing institution. To the community based SHI this become an additional responsibility of it's board of executives of the institution who is the only person now with knowledge and experience of social housing put lack the professionalism of a qualified trainer/educator] and therefore have to provide the training and work experience to it's staff sector.


One would otherwise have imagined, that national housing would consider training agencies and/or Seta principles that would provide education 'training and work experience workshops or short courses specifically on social housing to our matriculates and unemployed community members that could than fill job opportunities within the social housing institutions where staff basic knowledge and understanding of
